Gruinard Island aka Anthrax Island

Gruinard Island is a small, oval-shaped Scottish island approximately 2 kilometres long by 1 kilometre wide, located in Gruinard Bay, about halfway between Gairloch & Ullapool

At its closest point to the mainland it is just over 1.1 kilometres (0.68 mi) offshore. The island was made dangerous for all mammals by experiments with the anthrax bacterium until it was decontaminated in the late 20th century. Gruinard was the site of a biological warfare test by British military scientists from Porton Down in 1942, during the Second World War.[9]At that time there was an investigation by the British government into the feasibility of an attack using anthrax.[10] Given the nature of the weapon which was being developed, it was recognised that tests would cause widespread and long-lasting contamination of the immediate area by anthrax spores. To limit contamination, a remote and uninhabited island was required. Names of buried disabled children unearthed in mass graves revealed #LennoxCastle

Youngsters from the infamous Lennox Castle Hospital in Lennoxtown, Stirlingshire, were laid to rest as recently as 1975 in a sprawling paupers’ plot alongside hundreds of adult patients.

The names of the children can be revealed publicly today for the first time as the only memorial to the dead is a small carved inscription on the wall of an abandoned churchyard.

In addition, our investigation has found children from at least two other psychiatric hospitals in the Glasgow area were buried in unmarked graves.

The revelation adds weight to the calls for the disturbing history of common burials for children in care to be examined by the Scottish child abuse inquiry.

Last week, new research revealed up to 400 children who died at the Smyllum Park children who died at the Smyllum Park orphanage in Lanark had been buried in an unmarked grave in the town.

A memorial to the forgotten orphans was erected at St Mary’s Cemetery in 2004 after the scandal was first exposed, although it was previously thought that only 120 children were buried there.

However, the most recent burial by the nuns of the Daughters of Charity of St Vincent de Paul – who are also accused of beating and abusing their terrified charges – was in 1964.

Remarkably, it can now be shown that the practice continued for more than a decade after this date for children who died while in the care of the NHS.

Alan Draper, from the In Care Abuse Survivors (Incas) campaign group, said it was now “imperative” that Lady Smith and her inquiry team examine Lennox Castle Hospital and other such institutions.

As this newspaper has revealed, there is evidence disabled youngsters were subjected to medical experiments while they were in these hospitals.

There are even claims that these drug trials and the testing of barbaric psychiatric techniques such as sleep deprivation and repetition were linked to a CIA-funded programme exposed in the USA many decades ago.

Mr Draper said: “It is a situation that must be explored. We asked for medical experimentation to be included in the terms of the inquiry and now it is subject to survivors and family members coming forward.

“The mass grave at Smyllum is not a new story and Incas has held a memorial service at the cemetery for many years, but the paucity of records meant that until now the extent of the burials was not known.

“It is imperative that Lennox Castle Hospital is included in the inquiry. Who was authorised to carry out these burials and why were very young children in an adult institution in the first place? We need to know what happened to these children. How were they treated, what safeguards were in place to protect them and, most of all, how did they die? 

“Of course, the issue is wider than Smyllum. I suspect that most Victorian institutions were burying children in mass graves. Questions need to be asked at the very highest level, especially where there is any suggestion that children were being subjected to medical experimentation and may have died as a result.

 

 

“These mass graves were not peculiar to the church-run institutions. State organisations were no different and a lot of people, including children, were detained in these hospitals simply for being ‘cretins’ or ‘idiots’, when many of them were more than capable of independent living. This needs to be investigated and no stone must be left unturned.”

Lennox Castle Hospital was the largest mental hospital in Britain when it was opened by the old Glasgow Corporation in 1936. At its peak, it housed as many as 1,500 patients aged from 10 to 80.

Once regarded as 100 years ahead of its time, it eventually became notorious for the isolation, neglect and abuse suffered by many of its patients and finally closed its doors in 2002.

Patients who died with no family to take care of their funeral arrangements were buried in a large unmarked plot at Campsie Cemetery in nearby Lennoxtown, alongside the now derelict Campsie High Church.

It is marked only by a faded inscription on the cemetery wall and burial records are kept by East Dunbartonshire Council. Further hospital records are held at the Mitchell Library in Glasgow, including a death register containing the names of dozens of children.

The causes of death include conditions such as “organic brain disease” and even “congenital idiocy”, while many youngsters had been in the hospital for several years when they died.

Lennox Castle was linked to Waverley Park Hospital in Kirkintilloch, which was opened in 1906 by the Glasgow Association for the Care of Defective and Feeble-Minded Children. It closed in 1991 and the council records also show a number of children were buried in common ground in the town’s Auld Aisle Cemetery.

A note in the Waverley Park death register states: “Patients with no known relatives. Report death, inc particulars if available, mother’s maiden name, and whether previously married, father’s name and [pre-admission] address of patient, also time of death. Inform Burgh Engineer of patient’s death.”

The Mitchell Library also holds extensive registers of common ground burials, including countless thousands of the poorest citizens of Scotland’s largest city who were interred in unmarked graves over the past 150 years.

A brief review of just one cemetery, St Kentigern’s RC, revealed details of at least one child inpatient from the Birkwood Institute psychiatric hospital in Lesmahagow, Lanarkshire. There are also a great many children who died in the city’s regular hospitals, especially the old Ruchill and Belvidere fever hospitals.

But in many of these cases it is impossible to know whether the parents gave permission for their child to be given a pauper’s funeral.

A spokesman for the Scottish Child Abuse Inquiry said: “So far more than 100 locations where historical abuse of children is said to have taken place have been identified, and the inquiry is currently investigating 69 residential care establishments for children.

“As the important work of the inquiry continues, we would encourage anyone with relevant information, where they have been abused themselves or know others who have, to get in touch.”

Police Scotland are reviewing old cases involving a notorious orphanage, raising the possibility of prosecutions nearly 30 years after it closed, STV News has learned.

Allegations that children were physically and sexually abused at Smyllum Park, Lanark, first emerged in the 1990s, but it’s thought no-one has ever been convicted of committing an offence against any of the thousands of children who lived within its walls.

Former residents from the orphanage played a central role in persuading the Scottish Government to set up the Scottish Child Abuse Inquiry.

In November, at public hearings, the inquiry will investigate child care establishments run by organisations within the Roman Catholic Church, with Smyllum first on the list.

Representatives of the order which ran the home have already appeared at the inquiry.

In June the Daughters of Charity of St Vincent De Paul conceded that it was “a possibility” that abuse had taken place but they wouldn’t accept that it had actually happened, citing a lack of contemporary evidence in their archives.

The leader of the Daughters of Charity in Britain, Sister Ellen Flynn, said: “We are extremely saddened that those accusations have been made. We are shocked at the thought… and are very apologetic.

“But in our records we can find no evidence or anything that substantiates the allegations. We can’t confirm that there was abuse of any kind because we have no way of knowing that.”

As she left the inquiry, STV News asked Sister Flynn if she thought the allegations were untrue. She wouldn’t answer.

Detectives have already investigated allegations over the death of a child at Smyllum.

In 2015, a former resident told police that he witnessed six-year-old Sammy Carr being assaulted by a nun at the orphanage in 1964. The young boy died a short time later.

Sammy’s death certificate recorded the cause as a brain haemorrhage, but medical records from his post-mortem were reviewed by two pathologists from the Queen Elizabeth University Hospital in Glasgow.

They concluded that Sammy died from cerebral abscesses caused by a fungal infection.

The doctors said neglect could have been a factor, but there was no evidence of “significant trauma, within the limits of the information now available”.

The police said there was no evidence of criminality. The nun named by the former resident had died in 2014.

Many of the allegations involving Smyllum have been made against people who are no longer alive.

This week, another former resident claimed he had been sexually abused by a male trustee at Smyllum in the 1950s.

Billy Lang said he informed police about the abuse in the 1980s. They investigated and told him the man involved was dead.

Now Smyllum is being looked at again.

The head of public protection at Police Scotland Detective Chief Superintendent Lesley Boal told STV News: “Police Scotland has been asked by the Crown Office and Procurator Fiscal Service to review a number of legacy force investigations into reports of abuse at care institutions in Scotland.

“We cannot comment further as these are now live and ongoing investigations.”

One of the institutions is the old orphanage. STV News understands that the police are investigating a woman’s allegations that she was sexually abused by a priest at Smyllum.

Media reports on Smyllum often result in people coming forward to say that they too suffered at the hands of nuns and members of staff.

Other former residents have said they enjoyed and benefited from their time at the orphanage but they’ve proved reluctant to speak out in public.

Scotland’s national force is now carrying out numerous investigations into allegations of historic abuse, in children’s homes, within the world of Scottish football and in the general community. They won’t say how many inquiries are under way, or how many victims or alleged perpetrators are involved.

Detective Chief Superintendent Boal had this message for the public: “If you or anyone you know has been a victim of abuse or wishes to report abuse you should feel confident in reporting to Police Scotland.

“We will listen and we will take action regardless of when or where the abuse occurred.”

The police stress that they are not looking into burial of hundreds of children from Smyllum in unmarked graves at St Mary’s Cemetery in Lanark.

Based on information provided by the Daughters of Charity, campaigners had long believed that at least 150 children were there, but an investigation by the Sunday Post and BBC Radio Four has suggested that the real figure could be as high as 400.

Most of the children died of natural causes between Victorian times and the 1930s.

The police and Crown Office have said there’s no evidence of a crime being committed over the burial of the children.

CHILDREN’S UNMARKED MASS GRAVES IN SCOTLAND


A former resident of a Scottish orphanage run by Catholic nuns has described the sexual, physical and mental abuse she suffered at the home.
Theresa Tolmie-McGrane told the BBC she was sexually abused from the age of eight at the Smyllum Park Orphanage, Lanark, in the 1970s.

The care home, run by the Daughters of Charity Order, closed in 1981.
A spokesperson said the order was “shocked and saddened” by the allegations.
Ms Tolmie-McGrane, who is now a psychologist working in Norway, arrived at the South Lanarkshire orphanage in 1968 when she was six years old.
She told BBC Stories: “Every child was beaten, punished, locked in a dark room, made to eat their own vomit and I would say that most of us had our mouths rinsed out with carbolic soap.”

Ms Tolmie-McGrane said she was first sexually abused at the home by a priest when she was eight.
“I had a little part-time job cleaning the pews in the church and this particular priest would arrive early and he would ask me to go into a particular room with him and he would ask me to sit on his lap and fondle him.
“He tried to fondle me and I just pulled away.”

She also recalled how in one “horrible incident” one of the nuns had walked in on the priest abusing her.
“Instead of being angry at him, she got really angry at me. She yanked me by the left arm so hard and flung me across the room and called me a whore and told me to get out of there.
“I didn’t know my arm was broken at the time. It was only the day after that we realised.”
She added: “I think in some ways it was worse than just sexual abuse because I was punished with the broken arm for doing something a priest had forced me to do.”
Ms Tolmie-McGrane told the BBC she had suffered years of “systematic abuse” at Smyllum Park, including being hit on the head with a wooden crucifix.
She said the psychological abuse started after she started at secondary school when one of the nuns had tried to “break” her down.
“She almost made it such that I didn’t get to university. She did everything she could to sabotage,” Ms Tolmie-McGrane said.
“I’ve never met someone who tried to destroy another person in such a systematic way. Thank God she didn’t succeed.”
Ms Tolmie-McGrane left the home when she was 17 and went on to study at the University of Glasgow.

A spokesperson for the Daughters of Charity Order said in a statement: “We are shocked and saddened by these accounts describing acts that are alleged to have happened at Smyllum Park nearly 50 years ago.
“We would urge anyone who believes they have been victim of a crime to contact the police, who will then work with our safeguarding team.
“We are also core participants in the ongoing Scottish Child Abuse Inquiry, and will continue to work with the inquiry, and any other inquiries or investigations, for as long as required.
“We would like to offer sincere and heartfelt apology to anyone who suffered any form of abuse while at our facilities.”

Ms Tolmie-McGrane’s account follows a recent BBC and Sunday Post investigation which found that the bodies of at least 400 children who died there may be buried in a mass grave at the home.
But prosecutors said on Tuesday there was no evidence of crimes being committed at the orphanage with regards to the mass grave.
The children were buried in the cemetery plot between 1864 and 1981.

The orphanage was home to more than 11,000 children over the 117 years before it closed.
Former residents of the orphanage uncovered the burial plot at nearby St Mary’s cemetery in 2003.
Research into death records of children who lived there showed that most died of natural causes, from common diseases such as tuberculosis, pneumonia and pleurisy.

250,000 children in Scotland lack mental health support

More than 250,000 children in Scotland have no access to school-based counselling services, according to new research.

An investigation by BBC Scotland also found that 14 of Scotland’s 32 councils have no on-site counsellors, while provision by other councils is not consistent.

There are now fresh calls for the Scottish Government to show greater ambition in tackling mental health problems among youngsters after a spate of recent reports which set out shortcomings.

Labour inequalities spokesperson Monica Lennon said: “Access to school-based counselling should be available to all pupils and Scottish Labour has been challenging the Scottish Government to implement our proposals for over a year.

“There is a growing child mental health crisis in Scotland and a lack of ambition on the part of the Scottish Government to respond, so we share the frustration of charities, parents and teachers.”

Earlier this year the Scottish Government launched a mental health strategy which stated that support from teachers and other school staff can be vital to youngsters’ mental wellbeing.

But the findings show Edinburgh and Glasgow councils had services in 43 per cent and 93 per cent of secondary schools respectively.

Liberal Democrat health spokesman Alex Cole-Hamilton said: “This is the latest in a string of revelations about the state of mental health provision in Scotland. From children waiting hundreds of days for treatment to a late and unambitious mental health strategy, the SNP Government has yet to deliver on improving mental health provision.

“We have heard the SNP’s warm words on mental health time after time but their 
passive approach to mental health is not good enough and is failing future generations.”

The research also found that school counsellors had dealt with thousands of cases in the past year, including substance abuse, self-harm and depression.

Mental health minister Maureen Watt said: “Education authorities and all those working in our schools have a responsibility to support and develop the mental wellbeing of pupils, with decisions on how to provide that support taken on the basis of local circumstances and needs.

“Some will provide access to school-based counselling, others will utilise the skills of pastoral care staff and liaise with the Educational Psychological Services and health services for specialist support.”

Fears grow for Sinead O’Connor after singer posts video saying she is ‘alone’ and ‘suicidal’ living in a Travelodge

Singer Sinead O’Connor has sparked fresh concern over her mental health after posting a Facebook video in which she reveals she has wanted to kill herself for the past two years. The Irish songwriter, who has been diagnosed with bipolar disorder, took to the social media site for a tearful confessional recording, opening up about how alone she has felt since losing custody of her 13-year-old son.

In the video, posted from the Travelodge in New Jersey where she says she is now living, the 50-year-old said she suffers from three mental illnesses.

“I’m all by myself, there’s absolutely nobody in my life. “I’m now living in a Travelodge motel in the arse-end of New Jersey. “

[No one] except my doctor, my psychiatrist — who is the sweetest man on earth who says I’m his hero — and that’s about the only f**king thing keeping me alive at the moment.

The fact that I’m his bloody hero … and that’s kind of pathetic.”

’Connor, who shot to fame in 1990 with the smash hit Nothing Compares 2 U, claims she is being treated “like s***” by family members who are refusing to take care of her. “It’s like a witch hunt, they are pointing the finger saying ‘see, see this is why’,” she said. “I’m fighting and fighting and fighting like all the millions of people. “If it was just for me I’d be gone. Straight away back to my mum … because I’ve walked this earth alone for two years now as punishment for being mentally f**king ill and getting angry that no one would f***ing take care of me.” When O’Connor, a mother of four, lost custody of her youngest child, she made suicide threats, warning Ireland’s Child and Family Agency they would have “a dead celebrity on their hands” if they didn’t reverse their decision.

In her latest post, she describes her mental illness as being like “a drug” but said she hopes that by sharing her feelings, she can help others. “I hope that this video is somehow helpful,” she said. “I know that I’m just one of millions and millions of people in the world that suffer like I do that don’t necessarily have the resources that I have.” “I give so much love in my life … I want everyone to see what it’s like.” She adds: “Mental illness is a bit like drugs, it doesn’t give a s*** who you are. Equally what is worse is that the stigma doesn’t give a s*** who you are.” She reveals her suicidal thought, saying: “I have been wanting to go for two f***ing years. I’m a 5’4” little f***ing woman wandering the world for two years by myself. “Nobody in my f***ing life … It’s a crime and it should not be acceptable to any man that knows me or claims to love me.”

But she adds that she intends to survive her latest crisis. “I’m really sad and I shouldn’t be here and I know I’m just one of millions and that’s the only thing that keeps me going,” she said. “I’m making this video because I am one of millions. “You’ve got to take care of us … We are doing our best like everybody else. “Three f***ing illnesses made me suicidal … My whole life is revolving around just not dying. “And I’m not going to die, I’m not going to die but still this is no way for people to be living. “I’m not doing this for me. The thousands of comments from friends and followers on Facebook and Twitter mainly expressed concern for the singer’s well-being and urged her to seek help.

Last May, the singer sparked a police investigation after she went missing after going on a bike ride with friends concerned she may have carried out her threats to take her own life.

O’Connor, who says she has not been back to Ireland for two years, has had recent financial problems and was forced to sell her Irish home in January 2017 after she reportedly owed substantial amounts in back taxes.

The singer has led a troubled life and was left devastated when her mother died in 1985 when O’Connor just a teenager. She has claimed that she and her siblings were subject to frequent physical abuse from their parents growing up in a strict Catholic household.

She has been married four times, having her four children in four different relationships and becoming a grandmother for the first time in 2015. O’Connor has previously declared herself to be gay, but once but told the Independent she had been “overcompensating” in saying she was a lesbian and that she was “not in a box”.

In an interview with Oprah Winfrey in 2007, O’Connor revealed she had attempted suicide on her 33rd birthday in 1999. In a later interview in 2014, she told Winfrey that she had sought second opinions on her bipolar diagnosis, and three psychiatrists had told her she did not have the condition.

LARGE clouds of coal waste blown over Scottish communities are from dumps contaminated with poison and toxic metals, according to a monitoring report obtained by the Sunday Herald.

Millions of tonnes of ash from Longannet coal-fired power station have been disposed of over decades at Valleyfield in west Fife. However, since April angry residents have been complaining that dust whipped up from the dumps has been smothering their homes and harming their health.

Now a report released by the Scottish Environment Protection Agency (Sepa) reveals that the dumps are polluted by arsenic, cadmium, chromium and other metals known to cause cancer, birth defects, lung damage and other health problems.

The “dust nightmare” has been condemned as a “major environmental disaster” by local residents and environmentalists. Politicians have demanded “full transparency” and the dumps’ owner, Scottish Power, has said sorry.

Until it closed in March 2016, ash from Longannet power station was mixed with cooling water and disposed of in a series of lagoons at Valleyfield on the coast of the Firth of Forth. According to Scottish Power, the lagoons are now larger than 35 football pitches.

But over the past few weeks they have dried out, and winds have blown clouds of dust over the villages of Valleyfield, Culross, Newmills and Torryburn. NHS Fife has advised villagers to try and avoid breathing in the dust by staying indoors and closing their windows.

After complaints from residents, Sepa sent inspectors to the site, and slapped two legal enforcement notices on Scottish Power forcing the company to urgently spray water to suppress the dust. This seems to have prevented more dust clouds in the last few days.

Despite concerns as to what toxins the dust might contain, no official information has been provided. But now in response to a request from the Sunday Herald, Sepa has released a detailed scientific report by experts for Scottish Power on monitoring of the Valleyfield lagoons.

The report discloses that traces of eight potentially hazardous pollutants from burning coal were detected in lagoon water in 2016. These include arsenic, a poison toxic to wildlife and people and blamed for causing cancer.

Cadmium, a heavy metal that causes cancer, birth defects and reproductive damage, was also found. A few samples were in excess of agreed environmental “trigger levels”.

Other hazardous pollutants present were antimony, boron, chromium, manganese, selenium and vanadium. In most cases concentrations were said to be low.

Residents say the dust clouds triggered asthma attacks, had children coughing up dust and forced families to move away. They have organised a public meeting in High Valleyfield to raise their concerns with the authorities.

“This serious incident is a major environmental disaster for west Fife villages,” said the chair of the West Fife Villages Community Council Forum, Donald Campbell. “Who knows what health implications this could have for the residents, not to mention those with pre-existing bronchial conditions and the very young and elderly.”

The local SNP MSP, Shirley-Anne Somerville, demanded publication of all monitoring results. “People are concerned about what they have been breathing in,” she said. “They need to know what’s in the dust and what the health implications are.”

She has written to Sepa, NHS Fife, Scottish Power and Fife Council asking for monitoring data. “It is utter mismanagement and unforgiveable to put villagers through this,” she said.

Friends of the Earth Scotland accused Scottish Power of being a “terrible neighbour”.

“Cadmium and chromium are among the last things you want blowing about in dust,” said the environmental group’s director, Dr Richard Dixon.

“While most of us have been8 able to get out and enjoy the sunny weather of the last few weeks, local residents have been trapped in their homes, not even able to open the windows.”

Sepa’s southeast area manager, Iain Cruickshank, promised to be tough on Scottish Power. “This was a very significant event and we take this very seriously,” he told the Sunday Herald.

Submitting a report to the Procurator Fiscal was “one of the options open to us”, he warned. “We will not tolerate a further breach of the permit conditions. We will take any regulatory action needed to ensure there is not a repeat.”

Scottish Power pointed out that the area had less than a tenth of average rainfall in April. “We apologise for the recent dust lifts from the Valleyfield ash lagoons,” said a company spokesman.

“We have been working hard to put measures in place to significantly reduce the possibility of dust lifting from the site. The lagoons are sizeable but the entire site is covered by mitigation measures.”

NHS Fife reiterated its advice to stay inside with windows and doors closed when it’s dusty. “Breathing in dust can be bad for your health, especially if you have heart or lung disease, or asthma,” said public health director, Dr Margaret Hannah.

Children have had to be kept indoors at school, residents have had to put up with layers of ash on their cars, on washing, and getting blown into their homes. Residents are very angry. They feel that they are due recompense from Scottish Power.”

Jill Steele, Longannet Ash Lagoons Community Action Group: “The cloud rising from the ash lagoons completely engulfed my house for days. I have a six month old baby. I was unable to take her into the back garden, for a walk or even open my windows. She developed a cough. Scottish Power has shown no respect and is fully responsible for this disaster. It has potentially put our lives and health at risk.”

Claire Rodgers, a bank worker from High Valleyfield: “I used to have asthma but haven’t had any trouble in a long time. But every time I drove into the village I could just feel a heavy feeling on my chest and struggled to breath properly. I got to the doctor and she prescribed the inhaler. I could actually taste the grit in my teeth. At children’s football games, they were all coughing up dust.”

Jemma Far, from Torryburn: “My daughter who has never suffered from asthma or chest problems has been coughing for weeks. Archbishop of Tuam Dr Michael Neary says he “wishes again” to apologise for the hurt caused by the failings of the Roman Catholic Church in relation to unmarried mothers and children.
Dr Neary has also called for an inquiry into “ all aspects of life” during the time when unmarried mothers and their children were placed in institutional care.
This inquiry should broaden the focus from one particular religious congregation, and instead address “the roles and interrelationships between Church, State, local authorities and society generally”, he said in a homily preached for the feast of St Aengus in Tuam cathedral on Saturday evening.
He also noted that the use of “highly charged emotive language” in the past week , while “understandable”, could be “counter-productive”.
The archbishop, who last week said he was “horrified and saddened” at confirmation of “significant” remains of infants on the grounds of the former Bon Secours home in Tuam, said it was “now timely” that “this dimension of our social history be addressed and thoroughly examined”.
The findings of the test excavation by the Commission for the Investigation into Mother and Babies home, published on March 3rd, involved taking samples, which were radiocarbon dated to the 1950s.
The home ran from 1925 to 1961, and local historian Catherine Corless has obtained death certificates for almost 800 children during that period.
“ This is a deeply distressing story for all of us, but especially so for those affected individuals and families. We can only attempt to understand the emotional upheaval which mothers suffered as they felt so helpless and isolated,” Dr Neary said.
“What is particularly harrowing is the report of high levels of mortality and malnutrition.
“ It was an era when ‘unmarried mothers’ – as our society at the time labelled women who were pregnant and not married – were often judged, stigmatised and ostracised by their own community and the Church, and this all happened in a harsh and unforgiving climate. Compassion, understanding and mercy were sorely lacking.”
“It is now timely that this dimension of our social history be addressed and thoroughly examined. To do so would begin the process of attempting to explain, but not to excuse, what happened in our not too distant collective past,” he said.
“ Perhaps we could begin with this fundamental question: ‘How could the culture of Irish society, which purported to be defined by Christian values, have allowed itself to behave in such a manner towards our most vulnerable’?,” he continued.
“There is an understandable sense of shared anger arising from this situation; people are deeply distressed and desperately upset by what they hear and read,” Dr Neary said.
“There is a danger, however, that when anger begins to die down, we may be tempted to move quickly to the next social problem from the past without having fully understood the complex and tragic historical situation before us,” he said.
Using “ highly-charged emotive language, while understandable in the situation, may prove to be counter-productive”, he added
An inquiry to address the “roles and interrelationships between Church, State, local authorities and society generally” should “ensure that the truth will emerge no matter how unpalatable it may be to those on whichever side of the present discussion”, he said.
“In this way we will be enabled to move genuinely forward,” he said.
“One hopes that the report of the Commission will enable that truth to surface in a clear and objective manner,” he said.
“Even today, there are huge challenges surrounding how we care for the disadvantaged in our society. In years to come our present society will inevitably be subjected to scrutiny and will most likely be found deficient in many areas to which we are blind at present,” Dr Neary said.
“We need to learn from the past in order to prevent similar injustices in our time, and so as to inform our future generations,” he said.
“I wish to again apologise for the hurt caused by the failings of the church as part of that time and society when – instead of being cherished – particular children and their mothers were not welcomed, they were not wanted and they were not loved,” he said.

UntitledThe religious order at the centre of the Tuam babies burial scandal has been paid €43.5m over the past 10 years by the private hospital group it runs.

Accounts for Bon Secours Health System Ltd reveal the payments were made to Bon Secours Sisters Ireland in respect of the leasing of buildings and interest on loans advanced by the order. The payments mean that, unlike many other religious orders in Ireland, the Bon Secours Sisters are in rude financial health.

However, the order has refused to say what it does with the money paid to it by the hospital group.

Its finances have come under sharp focus in recent days, with calls made in the Dáil and the Seanad for the order’s resources to be made available to survivors of the Tuam home and relatives of those who died.

The order operated a mother and baby home in the Co Galway town between 1925 and 1961. Historian Catherine Corless believes the remains of almost 800 children may have been buried in underground chambers at the property.

Bon Secours Health System Ltd has private hospitals in Dublin, Cork, Galway, Limerick and Tralee, as well as a private clinic in Cavan and a care village in Cork.

Its most recent set of accounts, for 2015, showed a payment of just under €4m was made to the order that year in respect of the leasing of buildings and interest on loans.

The accounts also revealed the hospital group generated a profit of €2.3m.

The order refused to discuss its finances when questions on the issue were posed by the Irish Independent. “The Bon Secours have no comment to make on the financial questions,” it said in a statement.

The refusal to comment means it remains unclear whether the order would consider making a financial contribution to survivors of the Tuam home or their relatives.

It is also unclear if the order will consider assisting financially with anticipated efforts to identify the remains discovered by the Mother and Baby Home Commission in Tuam.

The order said it was co-operating with the commission, but declined to go into specifics.

“The order is co-operating fully with it, which means that we cannot comment on any aspect of it as to do so would be to commit an offence,” the statement said.

Notes in the Bon Secours Health System Ltd financial accounts indicate there are plans for significant investment in the group of hospitals in the coming years. Some €9m was spent upgrading facilities in 2015 and further investment of up to €150m is planned by 2020.

The hospital group catered for almost 100,000 patients in 2015 and employed 350 medical consultants and over 2,700 additional personnel.

In the Dáil this week, People Before Profit TD Bríd Smith called for the order to be disbanded and its resources used to compensate families involved and to provide memorial services for the children buried in Tuam and other homes.

In the Seanad, Sinn Féin senator Máire Devine said profits from the hospital group “need to be given back to the Irish people and to the women and children who were so dreadfully treated”.

However, Maeve O’Rourke, the legal advisor to the Clann, a group assisting people give evidence to the commission, said compensation was not on its agenda at present.

Ms O’Rourke said access to records and archives was the key concern. “What people want right now is access to information and there are major concerns about the secrecy surrounding the commission of investigation,” she said.

As the guests enjoyed their entrees, the institute silently auctioned a Barack Obama autograph and a pair of boxing gloves. By the end of the night, the Peace Islands Institute had raised half a million dollars, Omur said.

There were brief speeches. “I admire the vision set forth by honorable Fethullah Gulen,” said Leonard Petlakh, vice president of the American Zionist Movement. “Principles and teachings of Fethullah Gulen are the antidote of fundamentalism,” said Victor Hall, pastor of Calvary Baptist Church in Queens.

Gulen was nowhere in sight. He was at his Pennsylvania farmhouse, which he has seldom left since settling in the United States in 1999.

The Muslim religious scholar from Turkey preaches a moderate form of Islam — one that regards terrorism as blasphemy and a woman’s headscarf as secondary to education. In the United States, there are a handful of nonprofit organizations that list him as their honorary president.

Gulen is also a wanted man. He is accused in Turkey of leading a terrorist organization that has attempted to topple the government. A Turkish court has issued three arrest warrants for him. He is also being sued in the United States, in a civil case alleging human rights abuses. The United Synagogue’s Rabbi David Mason led prayers according to the Orthodox tradition at the synagogue cemetery prior to the burial. Former Chief Rabbi Lord Jonathan Sacks led concluding prayers. Janner, who died peacefully on Saturday aged 87 after suffering dementia, was a member of Hampstead Garden United Synagogue. His latter years were marred by historic allegations of child abuse spanning three decades in his parliamentary constituency of Leicester West.

Jim Wallis (James E. Wallis Jr.;[1] born June 4, 1948) is a Christian writer and political activist. He is best known as the founder and editor of Sojourners magazine and as the founder of the Washington, D.C.-based Christian community of the same name. Wallis is well known for his advocacy on issues of peace and social justice. Although Wallis actively eschews political labels, he describes himself as an evangelical and is often associated with the evangelical left and the wider Christian left. He works as a spiritual advisor to President Barack Obama.[2] He is also a leader in the Red-Letter Christian movement.[3]

Wallis’ writings are regularly published as op-eds in major media outlets. He is also the convener of Call to Renewal, an interfaith  effort to end poverty.Wallis is married to Joy Carroll who was one of the first female priests in the Church of England and upon whom the title character in the BBC sitcom The Vicar of Dibley was partially based.[46] They have two sons. Wallis has coached their Little League teams.[47] 

] In February 2007 he wrote in Time about the post-Religious Right era and the resurgence of mainstream Christianity, with evangelicals “deserting the Religious Right in droves”.[13] Wallis has served on the Advisory Council to President Barack Obama‘s Office of Faith-Based and Neighborhood Partnerships.[14] He serves as a spiritual adviser to President Obama.[2]

In addition to President Obama, Wallis has developed personal friendships with former British Prime Minister Gordon Brown[15] and former Australian Prime Minister Kevin Rudd. In his 2010 book Rediscovering Values, Wallis writes, “I consider Rudd one of the most hopeful young political leaders in the world today, a committed Christian who seeks to apply his faith to his public service; we consider each other good friends.”[16]

Jim Wallis has admitted that Sojourners has received funding in the past from liberal billionaire George Soros’ Open Society Institute.

Last month, Marvin Olasky asked Wallis to admit his affiliations on the left when reported on the money from Soros in World magazine.

George Soros, one of the leading billionaire leftists—he has financed groups promoting abortion, atheism, same-sex marriage, and gargantuan government—bankrolled Sojourners with a $200,000 grant in 2004. A year later, here’s how Jim rebutted a criticism of “religious progressives” for being allied with Soros and MoveOn.org: “I know of no connections to those liberal funds and groups that are as direct as the Religious Right’s ties to right-wing funders.”

Since then Sojourners has received at least two more grants from Soros organizations. Sojourners revenues have more than tripled—from $1,601,171 in 2001-2002 to $5,283,650 in 2008-2009—as secular leftists have learned to use the religious left to elect Obama and others.

In a Patheos interview, Wallis suggested that Olasky was lying.

“It’s not hyperbole or overstatement to say that Glenn Beck lies for a living. I’m sad to see Marvin Olasky doing the same thing. No, we don’t receive money from Soros. Given the financial crisis of nonprofits, maybe Marvin should call Soros and ask him to send us money. So, no, we don’t receive money from George Soros. Our books are totally open, always have been. Our money comes from Christians who support us and who read Sojourners. That’s where it comes from. In fact, we’ve had funding blocked, this year and last, by liberal foundations who didn’t like our stance on abortion. Other liberal groups were happy to point out to them that our stance wasn’t kosher on abortion, so our funding was blocked. So tell Marvin he should check his facts, and not imitate Glenn Beck.”

Nonviolence education and training    IFOR assists groups and individuals to find ways in which they can transform conflicts into positive and growth oriented interactions that involve dialogue and lead to reconciliation. The Nonviolent Education Program[18] aims at supporting sustainable implementation of nonviolence / nonviolent education, peace education and violence prevention in compulsory kindergarten and school education and thus consequent implementation of Children’s Rights expressed in the  Convention on the Rights of the Child. This is done through various presentations and training programs, as well as through the creation of resource materials and contact with trainers and resource people.

Youth empowerment    Thanks to the Youth Working Group, IFOR provides young people with the skills and opportunities to become active peacemakers. This is done through nonviolence and leadership training, campaigning, and through internships with IFOR branches and groups, or with the International Secretariat.

Interfaith cooperation    Religion has on occasion played a central role in fomenting conflict but can also be a source of inspiration and leadership for peace. IFOR sponsors interfaith delegations to areas of conflict and publishes material on nonviolence from different religious traditions.

Disarmament   Since our founding, IFOR has opposed war and preparations for war. IFOR members support conscientious objectors, campaign for a ban on land mines, and oppose nuclear weapons and all other weapons of mass destruction. During their annual meeting, European members from different branches of the International Fellowship of Reconciliation issued the Declaration of Prali,[19] in occasion of the Global day of Action on Military Spending,[20] 17 April 2012. The Peace and Constitution Committee Working Group promotes actions to raise awareness on the article 9 of the Japanese Constitution  which denounces war and war-preparation activities.

Gender justice    In 2006 IFOR adopted a Gender Policy in which IFOR recognizes that there is a continuum of violence against women that must be confronted, from family violence in the private sphere to armed conflict in the public sphere. Unequal power relations between women and men are one root of violence, conflict and militarization, where women are often severely abused. Gender justice means that women and men can equally contribute to and benefit from peace building, non-violent conflict resolution and reconciliation. This gender policy recognizes that gender equality is an integral part of IFOR’s fundamental values and is a core spiritual value. A transformation of the power relations between women and men is a prerequisite for a culture of peace and non-violence, and must be promoted throughout IFOR. The Women Peacemaker Program (WPP)[21] is an IFOR program that works to ensure the possibility for women’s access to peace negotiations and promotes the application of IFOR’s Gender Policy.

The successful program has been institutionalized by the end of 2012.

IFOR maintains permanent representatives at the United Nations (UN) in New York, Geneva, Vienna and Paris (UNESCO) who regularly participate in conferences and meetings of UN bodies, providing testimony and expertise from different regional perspectives, promoting non-violent alternatives in the fields of human rights, development, and disarmament. Home channelled girls to ‘truth serum’ hospital #HumanExperimentation

Girls in local authority care may have faced experimental drug treatment after being channelled via a remand home, BBC Inside Out can reveal.

Breadsall Remand Home in Derby took girls from the Midlands and Yorkshire and sent many to Aston Hall Hospital.

The hospital has been accused of using a discredited “truth serum” therapy on patients as young as 11.

An ex-patient said the revelation made her “disgusted to the pit of my stomach”.

Aston Hall in Derbyshire was opened in the 1920s for those deemed to have mental health problems. It could cater for about 100 children of both sexes, but took adults as well.

It closed in the 1990s but comments on a website about derelict buildings brought its grim history to light.

Former patients began to swap experiences, describing Aston Hall as “pure hell” and “a horrendous place”.

This put the focus on Dr Kenneth Milner, who took over the centre in 1947.

A treatment run by Dr Milner saw patients, including a number of children, being isolated, stripped and drugged, according to claims.

Records show he was using sodium amytal and may have been employing narcoanalysis – a military method for treating servicemen with repressed traumatic experiences, which was largely abandoned after World War Two.

This evidence, combined with a lack of published research and few medical records, have led to Dr Milner’s methods being called into question.

Many former patients have spoken of the trauma of the process, with some claiming to have had false memories of abuse suggested to them and even been sexually abused by Dr Milner.

But new research has shown there was a system for bringing children, particularly girls, to Aston Hall.

The National Archives show a single remand home may have made hundreds of girls available to Dr Milner, despite the doubts of regulators.

These documents show Dr Milner was available to provide psychiatric reports for those admitted to the Breadsall Remand Home for Girls as far back as 1964.

The home, which held about 20 children at any one time, mostly served the Derby and Nottingham areas, but took girls from at least 11 other local authorities, including Sheffield, Leicester, Coventry and Stoke.

The same year, the home’s committee asked the regional board to consider the appointment of a children’s psychiatrist, rather than Dr Milner and Aston Hall, as “more appropriate” to its work.

But a 1966 report shows Dr Milner was still examining girls at the home, and a year later councils were recorded as using it “as a means of bringing very disturbed girls to the attention of Dr Milner”.

An inspection in February 1971 said “Dr Milner continues to be associated with this remand home through… the superintendent. He sees cases at her discretion.”

The superintendent, recorded as Miss IP Brookes, is believed by police to have died. Dr Milner retired in 1975 and died shortly after.

Barbara O’Hare was 12 when sent from Coventry to Breadsall, where she said she was visited by Dr Milner.

“He came in and said ‘poor girl’ and stroked my hand.” He said: ‘Would you like to come to hospital?’ and I thought it would be an escape. I was expecting grapes and comics.”

Ms O’Hare, who had always been confused by how she came to be in Derby, has waived her right to anonymity to publicise what happened at Breadsall and Aston.

At the hospital she said she was taken to a bare room, given sodium amytal and subjected to “terrifying” questioning.

She said about the latest revelations: “I am disgusted to the pit of my stomach and I am shocked. Everything has gone together like a jigsaw.

“Everything that I’ve been trying to prove and say for years is there now. This proves a lot of people stories.”

Ms O’Hare is among 30 former patients who have submitted a claim for compensation to the Department for Health through a solicitor. Other claims are also believed to have been submitted.

A spokesman for the department said the matter was under investigation.

Derbyshire Safeguarding Children Board, a multi-agency body including police, health and social services, says it is working to ensure the allegations are thoroughly investigated and the appropriate support is in place for people who need it.

Det Insp Gemma Booth from Derbyshire Police said: “The scale and nature of this inquiry naturally means that this is protracted and complex.

“The investigation team have focused on meeting former residents of Aston Hall Hospital as well as identifying and tracing other witnesses who can offer their recollections, including previous staff members. A large part of the inquiry involves reviewing records and the investigation team is working closely with archivists in both social care and the NHS to trace, locate and review these.”

Derbyshire County Council, which was ultimately responsible for the Breadsall home, said it could not comment while investigations were under way.

APPENDIX 2. PROJECT SUNSHINE AND THE SLIPPERY SLOPE

‘Project Sunshine’ was one of a wide range of studies examined by President Clinton’s Advisory Committee on Human Radiation Experiments which was chaired by the ethicist, Professor Ruth Faden, of the Bioethics Institute of the Johns Hopkins University. The Final Report of the Advisory Committee published in 19957 gave a rather perfunctory summary of the Project in comparison with the fuller considerations of experiments involving living subjects. The main focus of the Advisory Committee was to review policies concerning informed consent relating to radiation experiments on patients for whom there may or may not have been some therapeutic benefit from participation in the studies, and healthy subjects who knowingly or otherwise participated in such experiments.

The Final Report summed up its view of ‘Project Sunshine’ and related studies in this way:

In sum, during the 1950s the AEC [Atomic Energy Commission] promoted human tissue sampling for studies on fallout and other research, and its efforts involved secrecy and deception. The AEC evidently considered the legal aspects of ‘body snatching’, but there is no evidence that it sought to consider any independent ethical requirements for disclosure to the families of the subjects (or the subjects themselves, where alive) whose tissue was sampled. While further rationale for keeping the data gathering secret may have existed, in surviving documents concern for public relations emerges as the dominant motivation. At the same time, the AEC recognized that secrecy hampered the conduct of research that it believed central to the public interest.8

The Advisory Committee’s report gives a useful summary of the evolution of ethical guidelines in the United States governing research involving healthy subjects and that involving patient-subjects,9 but there is no discussion of the ethical implications of tissue retention following autopsy, especially of neonates and infants. The Advisory Committee did find that:

….for the period 1944 to 1974 there is no evidence that any [US] government statement or policy on research involving human subjects contained a provision permitting a waiver of consent requirements for national security reasons. Not even the Wilson memorandum of 1953 adopting the Nuremberg Code for military research provided for any ” ‘national security’ exception.”10

The Advisory Committee noted, in the opening pages of its Final Report, that the central ethical and moral issues in reviewing programmes such as Project Sunshine revolved around ‘….the government’s attempt to serve two critical purposes: safeguarding national security and advancing medical knowledge….’11 which led to ‘difficult choices at the intersection of geopolitics, science and medicine.’12. They concluded that:

The burgeoning government-funded biomedical research, including human radiation research, required a re-examination of the traditional doctor-patient relationship. At the same time, the evolving role of medical researchers as government official and advisers also posed questions about the place of doctors, and more generally of scientists, in service to government.13

The attempts by the Advisory Committee to address some of these questions have been criticised by some, such as the journalist who provoked the initial formation of the enquiry with her revelations in the Albuquerque Trine in 1993.14 She commented that:

Eventually the group came up with an ingenious compromise that side-stepped the issue of whether individuals should be held culpable and ensured that a unanimous report would be delivered to the president. The committee declared that separate judgements could be made about the wrongness of an action and the blameworthiness of the person who committed the act. Simply put, it separated the experiments from the experimenters.15

In several instances the Advisory Committee found that there were ‘professional norms and conventions’ throughout the period requiring the solicitation of informed consent which were of a higher order for patient-subjects than for ‘healthy subjects’ and that investigators were ‘morally responsible’ in cases where they did fail to adhere to those policies, norms, conventions and practices. But the Advisory Committee also found that the human radiation experiments in the 30 year period under review ‘contributed significantly to advances in medicine and thus to the health of the public.’16

Despite the concern for secrecy, the programme of tissue sampling was reported in the New York Times of 8 February 1957. Scientific reports and articles in the medical research literature were regularly published on the studies of radionuclides in ashed human bone, and indeed continue to be published.

Australia

The involvement of Australian pathologists and other medical researchers in ‘Project Sunshine’ can be dated back to a letter from the Department of External Affairs, Canberra to the Secretary of the National Radiation Advisory Committee (NRAC) in Melbourne asking for advice ‘concerning the question of Australian participation in the Standardization Programme of the Measurements of Strontium 90, which was prepared by the United Nations Scientific Committee on the Effects of Atomic Radiation.’17 The letter notes that the matter was discussed at the second meeting of the NRAC ‘and that it was resolved that Australia should participate in the programme and that the Commonwealth X-Ray and Radium Laboratory and the Australian Atomic Energy Commission should carry out the necessary work.’18

The impact of the early results of the studies of Strontium 90 in human bone was evident in a memo to the Australian Prime Minister dated 23 March 1959 (signature of sender unclear) 19 reporting a story in the Daily Mirror of the same date which in turn reported disclosures made by the US Joint Congressional Atomic Commission on the presence of Strontium 90 in a fallout band predominantly in the south-eastern portion of Australia in a line below 35 degrees latitude, stretching from Adelaide in South Australia to Jervis Bay in New South Wales.20 While the measurements of Strontium 90 in the atmosphere were lower than those in both the USA and UK they caused the head of the School of Chemistry at the NSW University of Technology, Professor D P Mellor to say (as quoted in the Daily Mirror):

This report has come as quite a shock. It is quite obvious not enough measurements have been taken here and not enough money and time and scientific effort have been put into this important research. According to this report the danger in Australia is much higher than was thought. It is even further increased by the discovery that Strontium 90 is not remaining in the stratosphere (sic) as long as was predicted.

Under a paragraph heading ‘Freak Births’, the Daily Mirror stated that:

Australian experiments by CSIRO experts have shown that effects of radiation produces freak babies and horrific abnormalities to future generations. In overseas countries – in less danger than Australia, according to the U.S. report – freak animals have been born, cattle have died mysteriously and wird (sic) plant life has appeared following radiation contamination.

The 1959 memo to the Prime Minister advises him:

If you propose to make any public comment I think the most important aspect is that Strontium 90 does not result from atom bomb tests and therefore has no relevance to the testing of weapons in Australia.21

This is in error, since Strontium 90 is a fission product from atom bombs such as were being tested in Australia at Monte Bello, Emu and Maralinga in the 1950s. (It is also a fission product of H bombs such as the UK subsequently developed at Christmas Island, since H bombs used A bombs as triggers. It is also a fission product of nuclear reactors such as the Australian installation at Lucas Heights which became operational in 1958.22)

The memo to the Prime Minister states:

Two years ago, following the Geneva Conference on this subject, we instituted a thoroughgoing sampling programme and the levels of Strontium 90 are kept under continuous review. For your own information this sampling programme extends to the bones of animals and humans including mature people, children, and unborn children.

The underlying US document 23 reports that Strontium 90 was now falling to earth from the stratosphere in two years rather than seven years. This was an important finding – resulting from the harvesting of the human material – which hastened the agreement to a partial moratorium on atmospheric nuclear weapons testing.

United Kingdom

In July 1995 (as the US Advisory Committee on Human Radiation Experiments was finalising its report) a UK Channel 4 documentary ‘True Stories: Deadly Experiments’ reported that 91 pregnant British women had been injected with radioactive iodine in the 1960s and a further 37 women who were due to undergo medically-approved abortions had been involved in a separate series of tests to monitor the effect of radioactive iodine in the foetus.24 The experiments were conducted in Aberdeen, Hammersmith and Liverpool. The press reports also noted that ‘In a separate series of experiments, between 1957 and 1970, body parts from an estimated 6,000 corpses had been removed for tests without the permission of the next of kin and sent for examination at the Atomic Energy Research Establishment, the programme claimed.’25

This report was also mentioned in an article a year later in The Australian of July 2, 1996.26 The producer of an Australian documentary was said to have ‘discovered an old file giving names of children whose body parts had been removed after death for radiation tests. The program managed to trace some parents. All knew nothing of what had happened.’

Several women came forward in the UK with memories of being fed, or injected with, radioactive substances. The Dundee Courier reported on July 8, 1995 that the research had involved 90 patients at Aberdeen Maternity Hospital. The deputy chief executive of the Medical Research Council, Dr Evered, commented that, ‘[t]he assertion that any of these experiments was carried out in secret is patently absurd – the results were publicised in widely available scientific journals.’27

Dr Evered was also quoted as saying that ‘since 1953, they had obtained the consent of every volunteer taking part in experiments.’ One Aberdeen patient ‘claimed those taking part in the tests were rewarded with a place in a ward with fewer patients. She said they were also served better food and had a sitting-room with a TV. But she claimed she was not fully informed about the nature of the tests.’28

Rabbi Julia Neuberger chaired an inquiry by the Medical Research Council (which had funded most of the UK the studies). Although Rabbi Neuberger was quoted at the time of the report’s publication in May, 1998 as saying, ‘I find it mind-blowing that this could take place’, 29 the report called basically only for better record keeping for such research. Although it pointed to a ‘consistently elevated’ incidence of thyroid cancer in Grampian since the experiments were done30 no follow-up study was undertaken following the report. One patient, a former headmistress who had participated in the experiments and suffered thyroid cancer subsequently said:

We were definitely never told there was any risk involved with the injections because if we had been told that we just wouldn’t have done it. The tests were never really discussed with us at all, and the experiments had already started before I was told they involved radioactive iodine. But, of course, in those days you never thought for one minute that doctors would ever do anything that was going to harm you.31

On 4 June 2001 the UK Daily Mail reported that ‘[b]odies of stillborn British babies and infants who died at just a few months old were shipped to the US in the 1950s and 1960s to be used in nuclear experiments….. After the tests the bodies were cremated and radioactivity in the remains was measured.’

The experiments were said to be code-named Operation Sunshine and Britain was said to have become involved in 1955 when Dr Willard Libby appealed for ‘large numbers of bodies – preferably stillborn or newly born babies – for experiments on the effect of fallout from atom bomb tests.’ Libby was quoted as saying ‘If anybody knows how to do a good job of body snatching, they will really be serving his country.’

This article stated that over 15 years hospitals in Britain, America, Canada, South America, Australia and Hong Kong gave 6,000 bodies of which almost 50 came from the Central Middlesex Hospital, the Royal Cancer Hospital in London, the Royal Hospital for Sick Children and hospitals in Bristol and Glasgow. The Daily Mail implies that whole bodies were shipped to nuclear test sites and then the levels of radioactivity were measured after cremation. In fact, bones from dead infants were retrieved in countries around the world, then ashed and measured for radioactivity and the results were reported to the US researchers.

Another article in an ex-serviceman’s newspaper stated that:

…new documents released by the US government and reports now in the UK Public Records Office at Kew, Southwest London, show leading British scientists were involved in body-snatching for both nations, which (sic) indicate that the British conducted tests on babies from Hong Kong, and acquired body parts from doctors in Cambridge, Newmarket, Norwich and Chelmsford, as well as the coroner for west London 32

and the Royal Marsden Hospital in London was apparently also involved. The Sunday Herald reported on 17 June, 2001 that the thigh bones of more than 2,100 children who died during the 1960s in Scotland were ashed and analysed for radioactive contamination. Most came from Yorkhill Sick Children’s Hospital in Glasgow between 1959 and 1970. The research was said to have been initiated by the UK Atomic Energy Authority in 1955, with responsibility transferred to the Medical Research Council in 1957. The article indicated that both organisations ‘admitted parents were not asked for their consent.’ The article further states ‘[b]ut in 12 years of analysing the bones, the only permission ever requested from bereaved parents was for routine post mortem examinations.’ One of the doctors who led the research, Professor Gavin Arneil, defended the research as being ethical at the time it was conducted. ‘[i]t was vital in exposing the risks of nuclear fall-out, he said, and parents were better to remain ‘in blissful ignorance’.’

The Sydney Morning Herald of June 11, 2001 reported the Hong Kong Sunday Morning Post quoting Dr J Laurence Kulp, former head of ‘Project Sunshine’, as confirming that bone samples of cremated babies from countries such as Australia had been used between 1955 and 1963 to test nuclear fallout. Dr Kulp was quoted as saying, ‘What’s unethical about chemically analysing ash? There was a huge benefit for mankind.’ It was noted in the article that ‘Officials admitted relatives did not always give permission for the dead babies to be used.’ The same article noted that the Australian Radiation Protection and Nuclear Safety Agency ‘has admitted bodies of stillborn babies were used…’

The Adelaide Advertiser dated 27 June, 2001 reported that thousands of samples – including thyroid glands – from South Australian children had been tested in the period between 1957 and 1978 for Strontium 90 and Cesium 137.33 It stated, ‘[a]shes from the bones were initially sent to Britain and the US for analysis but were retained in Australia after testing facilities became available in the late 1960s.’

The same article reported that the Human Services Minister, Dean Brown, had stated that almost 1,000 child and adult specimens – including 284 baby hearts – were being stored in a basement room at the Women’s and Children’s Hospital in Adelaide. Mr Dean stated that ‘while the samples were generally taken in line with legal standards at the time, by today’s standards these practices are totally inappropriate and unacceptable.’ ‘Although consent was given in some cases, in other cases it clearly was not given,’ he said. ‘ An autopsy did not require consent. And in other cases organs were taken for autopsy but the relatives did not understand [that], in fact, some of those organs are held for a longer period.’ He indicated that the Department of Human Services would ‘review state legislation, help develop national standards on organ removal and produce a standard autopsy consent form to ensure a similar situation did not arise again.’ The article further noted that, ‘[l]aws regarding the retrieval and storage of tissues and organs were changed in 1990 to make it compulsory for consent to be obtained from patients or next-of-kin.’

A subsequent article dated 30 June, 2001 in the Adelaide Advertiser 34 referred to samples from dead South Australian children being ‘routinely collected between 1957 and 1981 for testing for radioactive contamination’ and being sent to the Commonwealth Radiation Laboratory in Melbourne for analysis. The present writer located a document in the National Archives of Australia which indicated that nearly 800 samples had been analysed in Australia in 1965 alone, 174 of them from babies under a year old.35

In responding to the issues raised by the recent resurgence of public interest in the use of cadaver parts for the research into fallout of Strontium 90 Dr John Loy, chief executive officer of the Australian Safety Authority said:

I have to emphasise that this program wasn’t done secretly. It was reported on. It was reported in the scientific literature. It was reported in public reports. It wasn’t a secret but I think, in the standards of the time, I don’t think the idea of consent was even thought of.36

Peter Campbell, a former director of pathology at the Royal Children’s Hospital in Melbourne was quoted in June 2001 as saying:

We’re talking years ago when attitudes were different. I’m not saying they were right, but they were different. It’s true that foetuses were discarded or buried anonymously. Certainly some babies were disposed of. At the time there was a lot of anxiety about atomic energy. It was the height of the Cold War, you’ve got to remember. You could justify all sorts of things.37

The defence thus consists of two elements – that the exigencies of national security during the Cold War overrode the rights of the parents and the deceased children involved and that the practices of doctors during the approximately two decades of the experiments from 1955 onwards were consistent with the culture of medical paternalism that prevailed at the time.

In connection with the first position, it should be noted that President Clinton’s Advisory Committee on Human Radiation Experiments found that national security was never explicitly invoked to trigger the right of the experimenters to avoid the duty of securing informed consent from the parents. The concern here is that a double standard may have developed in the wake of the Nuremberg Trials and its emergent Code. This double standard rests in the notion of a ‘just war’. While the Nazi attempts to extend hegemony through war were declared to be unjust in the wake of the Allied victories, the ensuing ‘cold war’ was a struggle between the emergent victorious forces. In the event the western liberal democracies prevailed in the defence, through military means, of their political philosophy and the struggle has come to assume the status of a ‘just war’. In the process, activities such as the use of executed victims of the Nazi regime for the development of an authoritative anatomical atlas were repudiated.38

But a ‘slippery slope’ may be seen to have opened up in the use of human body parts for the studies of the accumulation of fission products in the food chain and humans during the testing of nuclear weapons during the ‘cold war’. It is, of course, one of the greatest ironies of the ‘cold war’ that more than 4,000 atomic and nuclear weapons were detonated, at great hazard to the atmosphere and the biosphere, in order to ‘keep the peace.’ It may be that revisionist historians of future generations will see the competitive testing era as itself a military interchange. And recent statements from the Presidents of both the USA and Russia suggest that it may not be over yet.39 This ‘slippery slope’ may have led to a ‘culture’ which culminated in practices such as that described by the UK Secretary of State for Health in a speech to the House of Commons on January 30, 2001 where he referred to the ‘unethical and illegal stripping of every organ from every child who had had a post-mortem’ by Professor van Velzen during his time as Chair of Foetal and Infant Pathology in the Department of Pathology at Alder Hey hospital of the Royal Liverpool Children’s NHS Trust. The Minister reported that the Redfern Inquiry 40 into Professor van Velzen’s practices considered that he ‘lied to parents. He lied to other doctors. He lied to hospital managers. He stole medical records. He falsified statistics and reports, and he encouraged other staff to do the same.’ The Report also considered that, according to the Minister, ‘the understanding of cot death – for which van Velzen was funded – was not advanced one iota by his practice of stripping organs from the bodies of dead children.’

Under Judaeo-Christian principles mirrored in the political philosophies of the western liberal democracies, the issue then became one of the legitimacy or not of the means used to achieve ends that were broadly, if implicitly in the absence of full public discussion outside of scientific circles, part of a prevailing moral and ethical consensus. This was resolved in practice in the last third of the twentieth century by the use of the notion of ‘medical paternalism’ by many contributors to the research into the impact on humans of radionuclides from atomic and nuclear weapons fallout.

The medical paternalism that was characteristic of these decades (though increasingly challenged) can be divided into two parts – those concerning duties to the dead infants and those concerning duties to their parents. Although the Declaration of Helsinki 41 refined the Nuremberg Code progressively throughout the last decades of the twentieth century it is actually silent on the duties owed by physicians to cadavers. While legislation such as the UK Human Tissue Act 1961, and various statements by professional bodies such as the Royal Society of Pathologists imply a need to ‘respect’ dead persons, this duty is not explicitly spelled out. There are several instances in which the needs of medical research are implied to override many ‘discomforts’ that might be experienced by lay people – i.e. patients and their carers – in relation to the disposition of body parts and tissues after death. These ‘discomforts’ have increased with the public’s realisation in recent years that organ retrieval usually takes place prior to actual death and that there is physiological evidence that it causes pain to the moribund patient.

The discussions of medical paternalism in this context have concentrated more on the duty owed to parents to elicit informed consent about the disposition of dead infants. The implication is that since the survivors are the sentient participants as distinct from the deceased, a greater duty of care is owed to them to prevent unnecessary distress if they subsequently become aware of the dismemberment of the deceased infants. Parents and others vary in their ‘funerary’ beliefs and practices, and the medical paternalist in this situation assumes that the burial or cremation of a partial body will satisfy these emotional needs if the survivors are unaware of the retrieval of the organs or dismemberment.

Allen Buchanan has defined medical paternalism as:

….interference with a person’s freedom of action or freedom of information, or the deliberate dissemination of misinformation, where the alleged justification of interfering or misinforming is that it is for the good of the person who is interfered with or misinformed.42

The right to practise this interference and/or misinformation is usually defended under one of three categories – the Prevention of Harm Argument, the Contractual Version of the Prevention of Harm Argument, and the Argument from the Inability to Understand. In the present problem, the central issue is whether or not the withholding of full information about the uses to which the cadavers will be put caused greater or less distress to the parents. Buchanan points out that the assumption that parents could not understand the greater good for which their deceased children might be dismembered reflects a ‘bleak estimate of the parental capacity for comprehension and rational decision’ and tends to be a “self-fulfilling prophecy.’43 Buchanan suggested as long ago as 1978 that the ‘medical paternalistic model’ ‘is a paradigm, a way of conceiving the physician-patient relationship.’44

As we have seen from comments in the press from parents who have discovered, often decades later, that their infants were dismembered and used for medical/scientific research, the greatest loser in the failure to elicit informed consent at the time of autopsy is trust in the doctor-patient relationship. Several commentators have observed that this breakdown in trust in turn imperils current and future efforts to secure human tissue for medical and scientific research. Which is to say that the practice has had precisely the effect least desired by the ‘harvesters’ themselves.

Buchanan also noted that, ‘[t]here are now signs that medical paternalism is beginning to be challenged from within the medical profession itself.’ Indeed, in a paper delivered in 1983 at the Royal Prince Alfred Hospital, Sydney, to the Association of University Clinical Professors of Australia, the Hon Mr Justice MD Kirby, Chairman of the Law Reform Commission of Australia, warned that:

Nor is paternalistic assessment – ‘doctor knows best’ – appropriate in today’s world. However, there may be exceptional cases – they must be narrowly confined and they place a heavy burden upon the medical practitioner to justify them – where no information, no hint, no suggestion is appropriate because of the disproportionate harm it would do the patient. In such cases, at the very least, it would be wise, if not self-protective, for the doctor and the hospital involved to secure discussions with members of the family or close friends and relatives of the patient, so that no suggestion can be made that the medical practitioner has simply substituted, in a serious medical decision, his own assessment of the patient’s good for the patient’s assessment.45

Both the UK and Australian Ministers of Health have announced that they will be convening public interest and professional panels to refine the relevant Acts, indeed to make it a criminal offence in the UK to fail to specify the uses to which organs and tissues will be put and to solicit fully informed consent. As well as the issues raised here in connection with the need to address the culture of a slippery slope of progressively lax approaches to the retrieval of human tissues, these deliberations will take place in a context where the ethics of double blind clinical trials and the use of epidemiological data is also increasingly challenged. For example, Lord Scarman commented in the Journal of the Royal Society of Medicine in December 1986 that:

As the law stands at the moment I would have thought that any doctor who allows his patient to go into a randomized clinical trial without telling him runs a very real risk if things go wrong and the patient suffers injury or damage. That is just by-the-way, since it has not yet been tested. Once can see the value of this form of experimentation – perhaps it is the only way in which one can have a steady, slow progress in the development of medical treatment – but I am bound to say that I think there is danger for the doctor in going ahead with subjecting, if that is the correct word, his patient to a randomized clinical trial without warning him.46

These issues were not prominent in the papers published in the British Medical Journal’s issue on the randomised control trial at 50 47. A central issue will be whether an informed citizenry is more or less willing to support medical research (including that into the health hazards of nuclear weapons) by tissue donations, offering themselves for in vivo experimentation, or allowing their personal data to be disseminated and whether or not the medical researchers and their scientific colleagues of the latter half of the twentieth century were wrong to distrust the capacities for both autonomy and altruism of their fellow citizens.

In November, 2001 an Independent Review Group chaired by Professor Sheila McLean of Glasgow University issued its final report on Retention of Organs at Post-Mortem.48 The Group proposes that the legislation governing organ retention be re-written, to give parents and other relatives a clear right to authorise – or not – the retention of organs and tissues for clearly specified purposes. It remains to be seen whether this attempt to re-write autopsy consent forms will right the wrongs of the past, shifting as it does the locus of control from the doctors and pathologists to parents at a time of considerable distress.

The Advisory Committee on Human Radiation Experiments (ACHRE), was created by President Clinton on January 15, 1994 to investigate and report on the use of human beings as subjects of federally funded research using ionizing radiation. ACHRE constructed a gopher site to provide public electronic access to information about its activities. Created by Executive Order and subject to the Federal Advisory Committee Act (FACA), the Advisory Committee was obligated to provide public access to its activities, processes and papers. The Advisory Committee believed, however, that the nature of the subject it investigated and the human stories that comprise it placed on it a special responsibility to disseminate as broadly as possible the results of its investigations, the implications of that history for our own time, and its best judgment concerning the rights and responsibilities of those involved.

THE Government has been asked to explain why there was no follow-up investigation on pregnant women who were repeatedly injected with radioactive iodine more than 30 years ago.

Leader of the House, Mr Tony Newton, was asked for a statement last night by SNP MP Margaret Ewing. Her party leader, Mr Alex Salmond, said he was ”very disturbed” by the ethical questions raised by a television documentary last night which featured one of his constituents. ”This is a matter of huge public concern,” he said

The constituent, Mrs Kathleen Morrison, 62, her sister, and three friends were among 91 pregnant women who had radioactive iodine injected into their thyroids.

Mrs Morrison has called for follow-up research following fears that the children of those who volunteered for the experiment in Aberdeen between 1962 and 1964 may be affected.

She suffered throat cancer seven years ago and, although she is not claiming it was as a result of the research, she is concerned about the effects of the work carried out at the Obstetric Medicine Research Unit, then headed by obstetrician Sir Dugald Baird.

The experiment is understood to have been carried out as part of his PhD thesis by Dr Aboul Khair, a Research Fellow in Therapeutics and Pharmacology.

A subsequent experiment carried out in the same unit involving a further 37 women, who were about to have abortions, revealed that unborn children were more susceptible to radioactive iodine than had previously been realised. However, it was known at that stage the foetus is at risk from even low level radiation.

On the Channel 4 documentary, True Stories: Deadly Experiments, produced by Twenty Twenty Television, Mrs Morrison, a retired teacher of Cruden Bay, said: “I’m absolutely horrified that in 1962 they were prepared to inject myself, a pregnant woman, with radioactive iodine when they had known earlier there was a problem. I feel our trust was  betrayed.”

She said they had been told there was no risk involved. “I was 29. We were intelligent, well educated women, who wanted the best for our children and we agreed to the tests because we never even thought that a doctor would put us at risk. They did tell us they were using radioactivity in the tests but nobody knew what that was then. I’m a ‘wifie’ now and it is not me I am worried about, it is my daughter.”

Mrs Morrison said it was only when she started hearing about the effects on soldiers of nuclear fallout on Christmas Island she became concerned. She said: “I would like to know they are interested enough to see what happened to the 91 children in northeast Scotland whose mothers underwent these tests.”

The Medical Research Council, which funded the experiments, yesterday denied they had been carried out secretly or that there had been any risk. Its spokesman, Mr Paul Fawcett, said he could not comment on the experiment in which Mrs Morrison was involved because he had only scant details, but confirmed another experiment involving 37 women was carried out.

“The thyroid can cause all sorts of problems, particularly in pregnancy, so doctors have had an interest in studying that for many years and one of the ways they can do that is by administering radioactive iodine,” he said. “It was, and still is, very common to give radioactive iodine to  investigate problems with the thyroid. That may sound terribly alarming but a study took place in Sweden in 1990 involving more than 10,000 women over a period of nine years. All these women had diagnostic amounts, amounts sufficient to see what was going on, or therapeutic amounts which would be far greater and would be to actually treat problems like cancer. They were followed up to see if any had got cancer of the thyroid as a result and they found that the incidence of cancer in those 10,000 women was exactly the same as the average.”

He said a report published in 1966 in the scientific journal Clinical Science indicated the study was carried out in 37 patients with normal pregnancies on whom termination was performed on medical or psychiatric grounds.

The Channel 4 documentary made numerous revelations about experiments which were carried out until the 1970s and one between 1955 and 1970 in which hospital pathologists removed body parts from 6000 corpses, without the knowledge of their families, and sent them to Harwell to be analysed for fallout levels. The MRC confirmed to The Herald last night that Aberdeen would have been one of the centres, but the research had been carried out “discreetly rather than secretly”. Channel 4 tracked down Mrs Grace Brown for their programme. She discovered that when her 12-month-old son, Ray Jones, died in 1957 bones were removed from his body without her consent.

“It was something that in your wildest dreams you never imagined might happen to your baby,” she said. ”I feel as if my son’s body was violated. If they had asked me for his heart to save another baby, it would have been hard, but I would have done it. But taking bits of him without asking .”

Mr Fawcett confirmed that bones had been removed from bodies for analysis without families being aware, but said: “They were taking bone samples not secretly but discreetly. There was no law to say samples couldn’t be taken at post mortem, not only to determine the cause of death, but also for other health problems. It was something that took place, but if your nearest and dearest has died the last thing you want is a grisly account of what is going to be done. It would be grossly insensitive.”

The experiments were to determine how strontium was affecting people and the 6000 samples were random and from people of all ages. Mr Fawcett said: “What these experiments did show was that it was a problem. People were getting strontium in their bones and children were particularly at risk, and you can argue that exactly this kind of work led to the banning of the testing of nuclear weapons in the atmosphere.

”There is an implication that these experiments are about radioactivity. They are not, they are about health problems, serious health problems. Radioactivity was used simply to help scientists see what these problems were and how they could be treated. It is a complete red herring to say they were looking at the effects of radioactivity.”

In last night’s programme, one experiment highlighted was on Asian women in Coventry and it was claimed they were unaware of the details. Mr Fawcett said the experiments in Coventry were to find out why Asian women were deficient in iron. He added: “One of the scientists is still around and we have had a rock solid assurance they visited each family and discussed the experiment and explained it to them. If the families didn’t speak English, they made sure a bilingual family member was there. That was done in good faith.”

PROJECT SUNSHINE AND THE SLIPPERY SLOPE   Sue Rabbitt Roff Cookson, Senior Research Fellow Centre for Medical Education Dundee University,

Medical School Project Sunshine was one of a wide range of studies examined by President Clinton’s Advisory Committee on Human Radiation Experiments chaired by the ethicist Professor Ruth Faden of the Bioethics Institute of the Johns Hopkins University. The Final Report of the Advisory Committee published in 1995 gave a rather perfunctory summary of the Project in comparison with the fuller considerations of experiments involving living subjects. The main focus of the Advisory Committee was to review policies concerning informed consent relating to radiation experiments on patients for whom there may or may not have been some therapeutic benefit from participation in the studies, and healthy subjects who knowingly or otherwise participated in such experiments.

The Advisory Committee’s Final Report summed up its view of Project Sunshine and related studies at p.641:

“In sum, during the 1950s the AEC [Atomic Energy Commission] promoted human tissue sampling for studies on fallout and other research, and its efforts involved secrecy and deception. The AEC evidently considered the legal aspects of ‘body snatching’, but there is no evidence that it sought to consider any independent ethical requirements for disclosure to the families of the subjects (or the subjects themselves, where alive) whose tissue was sampled. While further rationale for keeping the data gathering secret may have existed, in surviving documents concern for public relations emerges as the dominant motivation. At the same time, the AEC recognised that secrecy hampered the conduct of research that it believed central to the public interest.”

The Advisory Committee’s report gives a useful summary of the evolution of ethical guidelines in the United States governing research involving healthy subjects and that involving patient-subjects (at pp.780-2) but there is no discussion of the ethical implications of tissue retention following autopsy, especially of neonates and infants. The Advisory Committee did find (Finding 8 p 784) that “for the period 1944 to 1974 there is no evidence that any [US] government statement or policy on research involving human subjects contained a provision permitting a waiver of consent requirements for national security reasons”. Not even the Wilson memorandum of 1953 adopting the Nuremberg Code for military research provided for any ” ‘national security’ exception.”

The Advisory Committee noted in the opening pages of its Final Report that the central ethical and moral issues in reviewing programmes such as Project Sunshine revolved around “the government’s attempt to serve two critical purposes: safeguarding national security and advancing medical knowledge” (p.13) which led to “difficult choices at the intersection of geopolitics, science and medicine” (p.21). They concluded, “The burgeoning government-funded biomedical research, including human radiation research, required a reexamination of the traditional doctor-patient relationship. At the same time, the evolving role of medical researchers as government official and advisers also posed questions about the place of doctors, and more generally of scientists, in service to government.” (p 42) The attempts by the Advisory Committee to address some of these questions have been criticised by some such as the journalist who provoked the initial formation of the enquiry with her revelations in the Albuquerque Trine in 1993. Eileen Welsome has commented11 Eileen Welsome, The Plutonium Files America’s Secret Medical Experiments in the Cold War Delta Books, New York 1999 p.46:

“Eventually the group came up with an ingenious compromise that side-stepped the issue of whether individuals should be held culpable and ensured that a unanimous report would be delivered to the president. The committee declared that separate judgements could be made about the wrongness of an action and the blameworthiness of the person who committed the act. Simply put, it separated the experiments from the experimenters.”

In several instances they found that there were ‘professional norms and conventions’ throughout the period requiring the solicitation of informed consent which were of a higher order for patient-subjects than for ‘healthy subjects’ and that investigators were ‘morally responsible’ in cases where they did failed to adhere to those policies, norms, conventions and practices. But the Advisory Committee also found that the human radiation experiments in the 30 year period under review “contributed significantly to advances in medicine and thus to the health of the public.” (p.779)

Despite the concern for secrecy, the programme of tissue sampling was reported in the New York Times of 8 February 1957. Scientific reports and articles in the medical research literature were regularly published on the studies of radionuclides in ashed human bone, and indeed continue to be published. Australia

The involvement of Australian pathologists and other medical researchers in Project Sunshine can be dated back to a letter 22 at Series A1209/23 Item 1957/6061 of National Archives of Australia (Canberra) dated 7 November 1957 from the Department of External Affairs, Canberra to the Secretary of the National Radiation Advisory Committee in Melbourne asking for advice “concerning the question of Australian participation in the Standardisation Programme of the Measurements of Strontium-90, which was prepared by the United Nations Scientific Committee on the Effects of Atomic Radiation.” The letter notes that the matter was discussed at the second meeting of the NRAC “and that it was resolved that Australia should participate in the programme and that the Commonwealth x-ray and Radium Laboratory and the Australian Atomic Energy Commission should carry out the necessary work.”

The impact of the early results of the studies of Strontium 90 in human bone was evident in a memo 33 at Series A4940/1 Item C2067 of National Archives of Australia (Canberra) to the Australian Prime Minister dated 23 March 1959 (signature of sender unclear) reported a story 44 at same location as above in the Daily Mirror of the same date which in turn reported disclosures made by the US Joint Congressional Atomic Commission on the presence of Strontium 90 in a fallout band predominantly in the south-eastern portion of Australia in a line below 35 degrees latitude, stretching from Adelaide in South Australia to Jervis Bay in New South Wales. While the measurements of Strontium 90 in the atmosphere were lower than those in both the USA and UK they caused the head of the School of Chemistry at the NSW University of Technology, Professor D P Mellor to say (as quoted in the Daily Mirror): “This report has come as quite a shock. It is quite obvious not enough measurements have been taken here and not enough money and time and scientific effort have been put into this important research. According to this report the danger in Australia is much higher than was thought. It is even further increased by the discovery that Strontium 90 is not remaining in the stratosphere (sic) as long as was predicted.”

Under a paragraph heading Freak Births the Daily Mirror stated: “Australian experiments by CSIRO experts have shown that effects of radiation produces freak babies and horrific abnormalities to future generations. In overseas countries – in less danger than Australia, according to the U.S. report – freak animals have been born, cattle have died mysteriously and weird (sic) plant life has appeared following radiation contamination.”

The 1959 memo to the Prime Minister advises him: “If you propose to make any public comment I think the most important aspect is that Strontium 90 does not result from atom bomb tests and therefore has no relevance to the testing of weapons in Australia.”

This is in error since Strontium 90 is a fission product from atoms bombs such as were being tested in Australia at Monte Bello, Emu and Maralinga in the 1950s. (It is also a fission product of H-bombs such as the UK subsequently developed at Christmas Island since H-bombs used A bombs as triggers. It is also a fission product of nuclear reactors such as the Australian installation at Lucas Heights, which became operational in 1958.55 Alan Parkinson

The memo to the Prime Minister states:

“Two years ago, following the Geneva Conference on this subject, we instituted a thoroughgoing sampling programme and the levels of Strontium 90 are kept under continuous review. For your own information this sampling programme extends to the bones of animals and humans including mature people, children, and unborn children.” (Emphasis added)

The underlying US document 66 see items discussing this document at Series A6456/3 Item R069 /002 of National Archives of Australia (Canberra) reports that Strontium 90 was now falling to earth from the stratosphere in two years rather than seven years. This was an important finding Resulting from the harvesting of the human material – which hastened the agreement to a partial moratorium on atmospheric nuclear weapons testing.

United Kingdom

In July 1995 (as the US Advisory Committee on Human Radiation Experiments was finalising its report) a UK Channel 4 documentary True Stories: Deadly Experiments reported that 91 pregnant British women had been injected with radioactive iodine in the 1960s and a further 37 women who were due to undergo medically-approved abortions had been involved in a separate series of tests to monitor the effect of radioactive iodine in the foetus.77 Frank Urquhart, Pregnant women ‘used in radiation tests’, Scotsman July 7, 1995

The experiments were conducted in Aberdeen, Hammersmith and Liverpool. The press reports also noted that “In a separate series of experiments, between 1957 and 1970, body parts from an estimated 6,000 corpses had been removed for tests without the permission of the next of kin and sent for examination at the Atomic Energy Research Establishment, the programme claimed.”

This report was also mentioned in an article a year later in The Australian of July 2, 1996. 88 Barry Oliver, Exposure to radiation’s deadly past, The Australian July 2, 1996. The producer of an Australian documentary was said to have “discovered an old file giving names of children whose body parts had been removed after death for radiation tests. The program managed to trace some parents. All knew nothing of what had happened.”

Several women came forward in the UK with memories of being fed or injected with radioactive substances. The Dundee Courier reported on July 8, 1995 that the research had involved 90 patients at Aberdeen Maternity Hospital. The deputy chief executive of the Medical Research Council, Dr Evered, commented that “The assertion that any of these experiments was carried out in secret is patently absurd – the results were publicised in widely available scientific journals.” 99 See for instance

Dr Evered also was quoted as saying, “since 1953, they had obtained the consent of every volunteer taking part in experiments.” One Aberdeen patient “claimed those taking part in the tests were rewarded with a place in a ward with fewer patients. She said they were also served better food and had a sitting room with a TV. But she claimed she was not fully informed about the nature of the tests.” 110 Cheryl Margiotta, Radiation mum who lost baby speaks out, Aberdeen Press and Journal July 10, 1995 0

Rabbi Julia Neuberger chaired an inquiry by the Medical Research Council (which had funded most of the UK the studies). Although Rabbi Neuberger was quoted at the time of the report’s publication In May, 1998 as saying “I find it mind-blowing that this could take place” 111 Sarah Bosely, Radiation study ‘upset bereaved parents’, The Guardian May 22, 1998 1 the report called basically for better record keeping for such research. Although it pointed to a ‘consistently elevated’ incidence of thyroid cancer in Grampian since the experiments were done 112 Frank Urquhart, Study backs mothers’ secret test cancer fear, Scotsman 22 May 1998 2 no follow-up study was undertaken following the report. One patient, a former headmistress who had participated in the experiments and suffered thyroid cancer subsequently said, “We were definitely never told there was any risk involved with the injections because if we had been told that we just wouldn’t have done it. The tests were never really discussed with us at all, and the experiments had already started before I was told they involved radioactive iodine. But, of course, in those days you never thought for one minute that doctors would ever do anything that was going to harm you.” 113 Scotsman 22 May 19983

On 4 June 2001 the UK Daily Mail reported that “Bodies of stillborn British babies and infants who died at just a few months old were shipped to the US in the 1950s and 1960s to be used in nuclear experiments. After the tests the bodies were cremated and radioactivity in the remains was measured.”

The experiments were said to be code-named Operation Sunshine and Britain was said to have become involved in 1955 when Dr Willard Libby appealed for “large numbers of bodies – preferably stillborn or newly born babies – for experiments on the effect of fallout from atom bomb Tests.” Libby was quoted as saying, “If anybody knows how to do a Good job of body snatching, they will really be serving his country.”

This article stated that over 15 years hospitals in Britain, America, Canada, South America, Australia and Hong Kong gave 6000 bodies of which almost 50 came from the Central Middlesex Hospital, the Royal Cancer Hospital in London, the Royal Hospital for Sick Children and hospitals in Bristol and Glasgow. The Daily Mail implies that whole bodies were shipped to nuclear test sites and then the levels of radioactivity were measured after cremation. In fact, bones from dead infants were retrieved in countries around the world, then ashed and measured for radioactivity and the results were reported to the US researchers.

Another article in an ex-serviceman’s newspaper stated that “…new documents released by the US government and reports now in the UK Public Records Office at Kew, Southwest London, show leading British scientists were involved in body-snatching for both nations, which (sic) indicate that the British conducted tests on babies from Hong Kong, and acquired body parts from doctors in Cambridge, Newmarket, Norwich and Chelmsford, as well as the coroner for west London” as well as the Royal Marsden Hospital in London. 114 The secrets of Britain’s baby snatchers in NESA News July/August 2001 4

The Glasgow Sunday Herald reported on 17 June 2001 that the thighbones of more than 2100 children who died during the 1960s in Scotland were ashed and analysed for radioactive contamination. Most came from Yorkhill Sick Children’s Hospital in Glasgow between 1959 and 1970. The research was said to have been initiated by the UK Atomic Energy Authority in 1955 and responsibility was transferred to the Medical Research Council in 1957. The article indicated that both organisations “admitted parents were not asked for their consent.” The article further states “But in 12 years of analysing the bones, the only permission ever requested from bereaved parents was for routine post mortem examinations.” One of the doctors who led the research, Professor Gavin Arneil, defended the research as being ethical at the time it was conducted. “It was vital in exposing the risks of nuclear fall-out, he said, and parents were better to remain ‘in blissful ignorance’.”

The Sydney Morning Herald of June 11, 2001 reported the Hong Kong Sunday Morning Post quoting Dr J Laurence Kulp, former head of Project Sunshine, as confirming that bone samples of cremated babies from countries such as Australia had been used between 1955 and 1963 to test nuclear fallout. Dr Kulp was quoted as saying “What’s unethical about chemically analysing ash? There was a huge benefit for mankind.” It was noted in the article that “Officials admitted relatives did not always give permission for the dead babies to be used.”

The same article noted that the Australian Radiation Protection and Nuclear Safety Agency “has admitted bodies of stillborn babies were used…”

The Adelaide Advertiser dated 27 June, 2001 reported 115 Colin James, The Body Parts Scandal, Two decades of radiation tests that thousands of samples – including thyroid glands – from South Australian children had been tested in the period between 1957 and 1978 for Strontium 90 and Cesium 137. It stated “Ashes from the bones were initially sent to Britain and the US for analysis but were retained in Australia after testing facilities in became available in the late 1960s.”

The same article reported that the Human Services Minister Dean Brown had stated that almost 1000 child and adult specimens – including 284 baby hearts – were being stored in a basement room at the Women’s and Children’s Hospital in Adelaide. Mr Dean stated that “while the samples were generally taken in line with legal standards at the time, ‘ by today’s standards these practices are totally inappropriate and unacceptable. Although consent was given in some cases, in other cases it clearly was not given,’ he said. ‘An autopsy did not require consent. And in other cases organs were taken for autopsy but the relatives did not understands, in fact, some of those organs are held for a longer period.” He indicated that the Department of Human Services would “review state legislation, help develop national standards on organ removal and produce a standard autopsy consent form to ensure a similar situation Did not arise again.”

The article further noted that “Laws regarding the retrieval and storage of tissues and organs were changed in 1990 to make it compulsory for consent to be obtained from patients or next-of-kin.” A subsequent article by Colin James, ‘Dark Secrets’ dated 30 June, 2001 in the Adelaide Advertiser referred to samples from dead South Australian children being “routinely collected between 1957 and 1981 for testing for radioactive contamination” and being sent to the Commonwealth Radiation Laboratory in Melbourne for analysis. The present writer located a document in the National Archives of Australia which indicated that nearly 800 samples had been analysed in Australia in 1965 alone, 174 of them from babies under a year old.116 Document titled TABLE 7 STRONTIUM 90 pCi/g OF CALCIUM IN AUSTRALIAN HUMAN BONES ALL AGES JANUARY-DECEMBER 1965 found atA6456/3 R029/148. Reported inter alia in The Australian 19 June 2001.What seems to be a pro forma for the record keeping of infant samples was> found at A6456/3 R029/2/2 of the National Archives of Australia. 6

In responding to the issues raised by the recent resurgence of public interest in the use of cadaver parts for the research into fallout of Strontium 90 Dr John Loy, chief executive officer of the Australian Safety Authority said 117 Australian Broadcasting commission, AM broadcast June 7, 2001, ‘Child bodies used in nuclear tests’ 7 “

I have to emphasise that this program wasn’t done secretly. It was reported on. It was reported in the scientific literature. It was reported in public reports. It wasn’t a secret but I think, in the standards of the Time, I don’t think the idea of consent was even thought of.”

Peter Campbell, a former director of pathology at the Royal Children’s Hospital in Melbourne was quoted 118 Paul Heinrcihs and Steve Dow Thebones of Cold War contention The Age (Melbourne) June 10, 20018 in June 2001 as saying “We’re talking years ago when attitudes were different. I’m not saying They were right, but they were different. It’s true that foetuses were discarded or buried anonymously. Certainly some babies were disposed of. At the time there was a lot of anxiety about atomic energy. It was the height of the Cold War, you’ve got to remember. You could justify all sorts of things.”

The defence thus consists of two elements – that the exigencies of national security during the Cold War overrode the rights of the parents and the deceased children involved and that the practices of doctors during the approximately two decades of the experiments from 1955 onwards were consistent with the culture of medical paternalism that prevailed at the time.

In connection with the first position, it should be noted that President Clinton’s Advisory Committee on Human Radiation Experiments found that national security was never explicitly invoked to trigger the right of the experimenters to avoid the duty of securing informed consent from the parents. The concern here is that a double standard may have developed in the wake of the Nuremberg Trials and its emergent Code. This double standard rests in the notion of a ‘just war’. While the Nazi attempts to extend hegemony through war were declared to be unjust in the wake of the Allied victories, the ensuing ‘cold war’ was a struggle between the emergent victorious forces. In the event the western liberal democracies prevailed in the defence through military means of their political philosophy and the struggle has come to assume the status of a ‘just war’. In the process, activities such as the use of executed victims of the Nazi regime for the development of an authoritative anatomical atlas were repudiated. 119 e.g. report of the Senate Project of the University of Vienna, Daniela C Angetter, Anatomical science at University of Vienna 1938-45 Lancet 2000 355:1454-57 – this work also involved the use of about 7000 bodies of children, mainly foetuses and stillborn infants, many of which showed signs of congenital syphilis but who were not clearly victims of Nazi practices. 9

But a ‘slippery slope’ may be seen to have opened up in the use of human body parts for the studies of the accumulation of fission products in the food chain and humans during the testing of nuclear weapons during the ‘cold war’. 220 It is of course one of the greatest ironies of the cold war that more than 4000 atomic and nuclear weapons have be en detonated, at great hazard to the atmosphere and the biosphere, in order to’ keep the peace.’ It may be that revisionist historians of future generations will see the competitive testing era as itself a military interchange. And recent statements from the Presidents of both the USA and Russia suggest that it may not be over yet.0 This ‘slippery slope’ may have led to a ‘culture’ which culminated in practices such as that described by the UK Secretary of State for Health in a speech to the House of Commons on January 30, 2001 where he referred to the “unethical and illegal stripping of every organ from every child who had had a post-mortem” by Professor van Velzen during his time as Chair of Foetal and Infant Pathology in the Department of Pathology at Alder Hey hospital of the Royal Liverpool Children’s NHS Trust. The Minister reported that the Redfern Inquiry into Professor van Velzen’s practices considered that he “lied to parents. He lied to other doctors. He lied to hospital managers. He stole medical records. He falsified statistics and reports, and he encouraged other staff to do the same.” The Report also considered that, according to the Minister, “the understanding of cot death – for which van Velzen was funded – was not advanced one iota by his practice of stripping organs from the bodies of dead children.”

Under Judaeo-Christian principles mirrored in the political philosophies of the western liberal democracies, the issue then became one of the legitimacy or not of the means used to achieve ends that were broadly, if implicitly in the absence of full public discussion outside of scientific circles, part of a prevailing moral and ethical consensus. This was resolved in practice in the last third of the twentieth century by the notion of ‘medical paternalism’ by many contributors to the research into the impact on humans of radionuclides from atomic and nuclear weapons fallout.

The medical paternalism that was characteristic of these decades (though increasingly challenged) can be divided into two parts – those concerning duties to the dead infants and those concerning duties to their parents. Although the Declaration of Helsinki refined the Nuremberg Code progressively throughout the last decades of the twentieth century 221 These Recommendations Guiding Physicians in Biomedical Research Involving Human Subjects was adopted by the 18th World Medical Assembly, Helsinki, Finland 1964 and amended by the 29th World Medical Assembly, Tokyo, Japan October 1975,the 35th World Medical Assembly, Venice Italy October 1983 and the 41st World Medical Assembly, Hong Kong September 1989 and in South Africa October 19961 it is actually silent on the duties owed by physicians to cadavers. While legislation such as the 1961 UK Human Tissues Act and various statements by professional bodies such as the Royal Society of Pathologists imply a need to ‘respect’ dead persons, this duty is not explicitly spelled out. There are several instances in which the needs of medical research are implied to override many ‘discomforts’ that might be held by lay people – i.e. patients and their carers – in relation to the disposition of body parts and tissues after death. These ‘discomforts’ have increased with the public’s realisation in recent years that organ retrieval usually takes place prior to actual death and that there is physiological evidence that it causes pain to the moribund patient.

The discussions of medical paternalism in this context have concentrated more on the duty owed to parents to elicit informed consent about the disposition of dead infants. The implication is that since the survivors are the sentient participants as distinct from the deceased, a greater duty of care is owed to them to prevent unnecessary distress if they subsequently become aware of the dismemberment of the deceased infants. Parents and others vary in their ‘funerary’ beliefs and practices, and the medical paternalist in this situation assumes that the burial or cremation of a partial body will satisfy these emotional needs if the survivors are unaware of the retrieval of the organs or dismemberment.

Allen Buchanan has defined medical paternalism 222 Allen Buchanan, Medical Paternalism Philosophy and Public Affairs 1978 7 no. 4 370-3902 as “interference with a person’s freedom of action or freedom of information, or the deliberate dissemination of misinformation, where the alleged justification of interfering or misinforming is that it is for the good of the person who is interfered with or misinformed.”

The right to practice this interference and/or misinformation is usually defended under one of three categories – the Prevention of Harm Argument, the Contractual Version of the Prevention of Harm Argument, and the Argument from the Inability to Understand. In the present problem, the central issue is whether or not the withholding of full information about the uses to which the cadavers will be put caused greater or less distress to the parents. Buchanan points out that the assumption that parents could not understand the greater good for which their deceased children might be dismembered reflects a “bleak estimate of the parental capacity for comprehension and rational decision” and tends to be a “self-fulfilling prophecy.” Buchanan suggested in 1978 that the ‘medical paternalistic model’ “is a paradigm, a way of conceiving the physician-patient relationship.”

As we have seen from comments in the press of parents who have discovered, often decades later, that their infants were dismembered and used for medical/scientific research the greatest loser in the failure to elicit informed consent at the time of autopsy is trust in the doctor-patient relationship. Several commentators have observed that this breakdown in trust in turn imperils current and future efforts to secure human tissue for medical and scientific research. Which is to say that the practice has had precisely the effect least desired by the ‘harvesters’ themselves.

Buchanan noted in 1978 that “There are now signs that medical paternalism is beginning to be challenged from within the medical profession itself.” Indeed, in a paper delivered at the Royal Prince Alfred Hospital, Sydney to the Association of University Clinical Professors of Australia, the Hon Mr Justice MD Kirby, Chairman of the Law Reform Commission of Australia, warned in 1983 that

“Nor is paternalistic assessment – ‘doctor knows best’ – they will be convening public interest and professional panels to refine the relevant Acts, indeed to make it a criminal offence in the UK to fail to specify the uses to which organs and tissues will be put and to solicit fully informed consent. As well as the issues raised here in connection with the need to address the culture of a slippery slope of progressively lax approaches to the retrieval of human tissues, these deliberations will take place in a context where the ethics of double blind clinical trials224 For instance, Lord Scarman commented in the Journal of the Royal Society of Medicine in December 1986 that “As the law stands at the moment I would have thought that any doctor who allows his patient to go into a randomised clinical trial without telling him runs a very real risk if things go wrong and the patient suffers injury or damage. That is just by the way, since it has not yet been tested. Once can see the value of this form of experimentation – perhaps it is the only way in which one can have a steady, slow progress in the development of medical treatment – but I am bound to say that I think there is danger for the doctor in going ahead with subjecting, if that is the correct word, his patient to a randomised clinical trial without warning him.” These issues were not prominent in the papers published in the British Medical Journal’s issue on the randomised control trial at 50 on October 31, 1998. 4 and the use of epidemiological data are also increasingly challenged. A central issue will be whether an informed citizenry is more or less willing to support medical research (including that into the health hazards of nuclear weapons) by tissue donations, offering themselves for in vivo experimentation, or allowing their personal data to be disseminated – whether or not the medical researchers and their scientific colleagues of the last half of the twentieth century were wrong to distrust the capacities for both autonomy and altruism of their fellow citizens.

FINDHORN Suspected postwar radioactive contamination  https://en.m.wikipedia.org/wiki/RAF_Kinloss

Post WW2, Kinloss was used as one of the sites to break-up the excess of aircraft that the RAF now had, and recover what ever was recyclable. The site was chosen due to its remote location, and hence easy access to potential landfill sites which would be undisturbed by the majority of the public. The aircraft broken up included various components which had carried chemical weapons (including Sulphur mustard)  and were all painted with fluorescent paint containing radium to allow the planes to be more easily operated at night. On removal, these contaminated items were buried in landfill sites either on the base or close to it.

However, no trace of chemical weapons agents was found during the land quality assessment, although material contaminated with radium was removed from land near the base in 2004


Testing is to be carried out at sand dunes near to the former RAF base at Kinloss which may be contaminated by radiation.

Moray Council has said ground investigation will be carried out at Findhorn this month. Geophysical surveys of duneland at Findhorn have suggested the land may be contaminated by radiation. It is believed large numbers of aircraft were broken up and buried there at the end of World War II.

Some of the parts may have been coated with radium-based paint, which was used to illuminate instruments.

Staff from Moray Council’s contaminated land section will work alongside the Scottish Environment Protection Agency (Sepa), using protective clothing.

The investigation is expected to last up to five days.

Preamble    This Agenda is a plan of action for people, planet and prosperity. It also seeks to strengthen universal peace in larger freedom. DOTTY MAC

Dorothy Maclean (born Jan 7, 1920 in Guelph, Ontario) is a writer and educator on spiritual subjects who was one of the original three adults at what is now the Findhorn Foundation in northeast Scotland.[1]

She obtained a degree from University of Western Ontario. From 1941 on she worked for the British Security Coordination in New York City. After being posted to Panama, she met and married John Wood, though the couple would divorce in 1951.

On her way to New York City in 1941, Maclean had met Sheena Govan, through Sheena  later meet Peter Caddy. Living in England in the 1950s, Dorothy became involved in the spiritual practices of Sheena Govan and Peter and eventually Eileen Caddy. When the Caddys were appointed to manage a hotel in Scotland, Maclean joined them as the hotel’s secretary.

After the Caddys became unemployed in 1962 they moved into a travel trailer near the village of Findhorn. In 1963 an annex was built so that Dorothy Maclean could continue to work with them. A community eventually grew up around the Caddys and Dorothy Maclean, and this community has since 1972 been known as the Findhorn Foundation.

Maclean is known for her work with devas, the intelligences overseeing the natural world. Her book To Hear the Angels Sing gives an overview of this work and also provides autobiographical materials. A full-length biography, Memoirs of an Ordinary Mystic was published in 2010.

Dorothy Maclean left Findhorn in 1973 and subsequently founded an educational organization in North America with David Spangler.

Her childhood home, Woodside, at 40 Spring Street, Guelph has since been designated a heritage property under theOntario Heritage Act.

Dorothy retired from public life in 2010 and is now living again at Findhorn.[2] Dorothy turned 92 years old during Findhorn Foundation’s 50 Year Anniversary celebration in 2012.

Eileen Caddy

Caddy’s father, Albert Jessop, was Irish & the director of Barclays Bank DCO (Dominion, Colonial and Overseas),

A year on, Eileen and her brother Paddy bought a pub near an RAF base in Oxfordshire and in 1939 Eileen married an RAF officer, Andrew Combe, months before the outbreak of the Second World War.

Over the next decade, Eileen Combe produced a son and four daughters and the airforce family was posted to America and Iraq. So far, so very conventional, but in 1952, when she was 35, her personal and spiritual life was turned upside down. That was the year Andrew Combe introduced his wife to a fellow officer, Peter Caddy, a man fascinated by the occult and the spirit world, and a man who fascinated Eileen.

Peter Caddy had already decided that his second wife, Sheena Govan, to whom he was still married, was a mystic and visionary. Soon Eileen Combe left her husband to be with Caddy, and she became a visionary too. Within a decade, they were destined to become the favourite loony-tunes couple of the popular press.

It was shortly after she left Andrew Combe for Peter Caddy that Eileen – distraught that Andrew had forbidden her from seeing their five children – first heard her “inner voice”, saying, “Be still and know that I am God.” The voice reassured her that, despite her turmoil, all would be well and that her adultery was just part of God’s plan. She and Peter had been brought together to do God’s work “as one”.

The psychological view would be that a woman who had given up five young children and everything she knew for a charismatic, twice-married stranger would have such a deep need for reassurance that she might create a comforting inner voice. But Eileen came to believe – with some persuasion from Peter – that it was God indeed who spoke to her that day at Glastonbury. Her followers believe that still.

God proved quite a taskmaster. He told Eileen that Sheena, still Peter’s spiritual teacher, had to be her teacher too. Understandably, she found that a touch problematic but, by 1956, Eileen and Peter, by then parents to two sons, had moved to Scotland to be part of a little community in which Sheena was spiritual queen. They soon found themselves in the newspapers as members of the Nameless Ones, followers of Sheena, who was by then dubbed “the woman Messiah”.

Eventually, Peter and Eileen (who were married in 1957), along with another Nameless One, Dorothy Maclean, left Sheena to become hotel managers at the Cluny Hill Hotel, in Forres, on the Moray Firth. Some current members of the Findhorn Community, just down the road from the Cluny Hill, gloss over the details of the Caddys’ management of the hotel, back in 1961. Then again, perhaps a neat body-swerve is all you can do when faced with one of the nuttiest episodes in the lives of the Caddys.

The land to the north was gifted by Duneland Ltd to the local area in 2000 and is owned and managed by a charity, the Findhorn Dunes Trust (FDT) with Trustees from the village and Park community. The area in the middle is the land purchased from Duneland Ltd and now owned by the Findhorn Foundation. It is the shape that it is as the FDT did not want at the time to take on responsibility of a lot of management such as the woodland area and large areas of gorse, Duneland wished to retain the turbines with their revenue on their land and the area to the west was enlarged as there had been talk about the green burial being out there as a joint resource between the village and Park community. Duneland Ltd now owns three pockets of land, that north of East Whins was retained to allow access to further development up to the high dune ridge and fire protection, that to the east of the Foundation land as it was the most contaminated and the Foundation did not want to take on that potential liability and a small area in the north east that was retained as there was at one time talk of a potential retreat space being created out on the edge of the firth. The land to the west of the map, where ‘Findhorn” is, is at present owned by Novar Estates although a group from the village have set up the Findhorn Village Conservation Company and are involved in trying to bring about a community buy out. The Findhorn Hinterland Group is a community group that does not own land but was set up nine years ago to manage land on the Findhorn Peninsula for conservation and educational purposes working with landowners to provide help and support as wished and/or needed. At present the FHG has a written management agreement with Duneland Ltd and soon there will be one with the Foundation. It works with the Dunes Trust on a project-by-project basis. At present it gains revenue from the green burial site it runs, pony grazing in the fields, some wood from Wilkies Wood, grants for specific projects and donations from the public. In 2004, with the development of a new water pipeline, a land quality assessment warned that sulphur mustard chemical weapons may be present within landfill and waste areas accessible to the public. The report stated that RAF Kinloss authorities believed there was a potential for chemical weapons agents and radiological contamination to be present in the ground:[21]

“Any personnel involved in the ground investigation have the potential to be at risk from these contaminants. There are a number of anomalies present on the investigation area the have not been investigated, and in some areas it was not possible to conduct the geophysical survey due to heavy gorse cover”

However, no trace of chemical weapons agents was found during the land quality assessment, although material contaminated with radium was removed from land near the base in 2004.[21]

After the 2004 documents became public in May 2012, it emerged that the Scottish Environment Protection Agency (SEPA) was investigating radioactive contamination at the site linked to the use of “glow in the dark paint” in WW2 aircraft. Moray MP Angus Robertson and Dunfermline and West Fife MP Thomas Docherty are both making representations to the Defence Secretary, Philip Hammond.[21]

Findhorn Bay Rifle Range

Findhorn Bay rifle range lies on an area of saltmarsh to the south of Findhorn Bay, and is marked as Disused on current OS maps.

The range can be found on survey maps of the area dating back to 1873, at which time it is marked as a Volunteer’s Rifle Range, and records show it to have been for the use of the Elginshire Volunteers, described then as the property of Colonel Grant Peterkin, Grange Hall.

The target and range butts lie extant at the northwest end of the extensive range, together with the shooting platforms at distances of 100, 150, 200, 250, 300, 400, and 500 yards along a track running southeast from the butts.

Just had a look in the book I mentioned, , to see what it has on that area.  A few snippets that might be useful but I have found some errors in the book so treat with caution.

Pinefield camp was occupied by the RE until 1943.  They trained in bridging around Gilston Loch, pontoon bridging and rafting at Findhorn and explosives at Woodside (North of Elgin).  5 Assault Regiment RE with Churchill tanks was at Fort George and did seven full scale exercises on the beaches West of Burghead in the Winter 1943/4 with the 3rd British Infantry Division.

There was a Battle School at Dunphail House. There is said to be a DD tank near Burghead pier and a DUKW in Burghead Bay.

The area Westward from Netherton on the Findhorn estuary to Maviston Farm was cleared of civilians in October 1943 at three week’s notice.  Italian POWs from Camp 67 at Sandyhillock, Craigellichie were brought in to lift potatoes.

There is a memorial stone by five oak trees planted at Pitgaveny House commemorating the local Home Guard commander.

There is a roll call of Moray AUs in an appendix of the book.  Local units came under a major with HQ at Blairmore House near Huntly.  There are NGR of several of their OBs but I think these are listed by the RCAHMS.  Home Guard HQ in Elgin was “Rotha” There used to be a Spigot Mortar base (less concrete) at NJ 205617 but it had gone last time I looked.

The American public was never informed that the military had planned to develop electromagnetic weapons until 1982, when the revelation appeared in a technical Air Force magazine.

The magazine article stated, “….specifically generated radio-frequency radiation (RFR) fields may pose powerful and revolutionary anti-personnel military trends.” The article indicated that that it would be very easy to use electromagnetic fields to disrupt the human brain because the brain, itself, was an electrically mediated organ. Iftfurther indicated that a rapidly scanning RFR system would have a stunning or killing capability over a large area. The system was developable.

Navy Captain Dr. Paul E. Taylor read a paper at the Air University Center for Aerospace Doctrine, Research and Education, at Maxwell Air Force Base, Alabama. Dr. Taylor was responsible for the Navy’s Radiation Laboratory and had been studying radiation effects on humans. In his paper, Dr. Taylor stated, “The ability of individuals to function (as soldiers) could be degraded to such a point that would be combat ineffective.” The system was so sophisticated that it employed microwaves and millimeter waves and was transportable by a large truck.

Lawrence Livermore National Laboratory in the South Bay, are working on the development of a “brain bomb”. A bomb could be dropped in the middle of a battlefield which would produce microwaves, incapacitating the minds of soldiers within a circumscribed area.

Applications of microwave technology in espionage were available for over 25 years. In a meeting in Berkeley of the American Association for the Advancement of Science as early as 1965, Professor J. Anthony Deutsch of New York University, provided an important segment of research in the field of memory control. In layman terms, Professor Deutsch indicated that the mind is a transmitter and if too much information is received, like too many vehicles on a crowded freeway, the brain ceases to transmit. The Professor indicated that an excess of acetyl choline in the brain can interfere with the memory process and control. He indicated excess amounts of acetyl choline can be artificially produced, through both the administration of drugs or through the use of radio waves. The process is called Electronic Dissolution of Memory (EDOM). The memory transmission can be stopped for as long as the radio signal continues.

As a result, the awareness of the person skips over those minutes during which he is subjected to the radio signal. Memory is distorted, and time-orientation is destroyed.

According to Lincoln Lawrence, author of Were We Controlled, EDOM is now operational. “There is already in use a small EDOM generator/transmitter which can be concealed on the body of the person. Contact with this person, a casual handshake or even just a touch, transmits a tiny electronic charge plus an ultra-sonic signal tone which for a short period will disturb the time-orientation of the person affected….it can be a potent weapon for hopelessly confusing evidence in the investigation of a crime.”

Thirty years ago, Allen Frey discovered that microwaves of 300 to 3000 megahertz could be “heard” by people, even if they were deaf, if pulsed at a certain rate. Appearing to be originating just in back of the head, the sound boomed, clicked, hissed or buzzed, depending upon the frequency. Later research has shown that the perception of the waves take place just in front of the ears. The microwaves causes pressure waves in the brain tissue, and this phenomenon vibrates the sound receptors in the inner ear through the bone structure. Some microwaves are capable of directly stimulating the nerve cells of the auditory pathways. This has been confirmed with experiments with rats, in which the sound registers 120 decibels, which is equal to the volume of a nearby jet during takeoff. Aside from having the capability of causing pain and preventing auditory communication, a more subtle effect was demonstrated at the Walter Reed Army Institute of Research by Dr. Joseph C. Sharp. Dr. Sharp, himself, was the subject of an experiment in which pulsed microwave audiograms, or the microwave analog of the sound vibrations of spoken words, were delivered to his brain in such a way that he was able to understand the words that were spoken. Military and undercover uses of such a device might include driving a subject crazy with inner voices in order to discredit him, or conveying undetectable instructions to a programmed assassin.

But the technology has been carried even a step further. It has been demonstrated by Dr. Ross Adey that microwaves can be used to directly bring about changes in the electrical patterns of different parts of the brain. His experiments showed that he could achieve the same mind control over animals as Dr. Delgado did in the bull incident. Dr. Delgado used brain implants in his animals, Dr. Adey used microwave devices without preconditioning. He made animals act and look like electronic toys.  (Conclusion next week.)

My name is Valerie Wolf. I am here to talk about a possible link between radiation and mind control experimentation that began in the late 1940’s. The main reason that mind control research is being mentioned is because people are alleging that they were exposed to mind control, radiation, drugs and chemical experimentation which were administered by the same doctors who are known to have been involved in conducting radiation and mind control research. Because these people were children and were easily controlled, they appear to have been used in more than one research project. I have provided written documentation revealing the names of people involved in the research and the names of the research projects, with statements from people across the country who allege that mind control and radiation research was conducted on well children. It is also important to understand that mind control techniques and follow ups into adulthood may have been used to intimidate these particular research subjects into not talking about their victimization in government research.

As a clinical social worker for the past 22 years, I have specialized in treating victims and perpetrators of trauma and their families. This population has included victims of disasters, Vietnam veterans and sexual, physical and emotional abuse.

In preparation for my testimony at these hearings, I called nearly 40 therapists across the country to find out what they knew about the link between radiation and mind control and to get what other therapists were seeing in clients who had been used in mind control experiments.

In the January 24, 1994 issue of U.S. News and World Report, there is an article on “The Cold War Experiments.” The basic conclusion of the article is that “radiation tests were only one small part of a vast research program that used thousands of Americans as guinea pigs.” The research programs included radiation, drugs, mind control and chemicals. My clients and others have reported all of these as being used on them, although technically they were considered to be part of the mind control experiments.

Generally, it appears that therapists across the country are finding clients who have been subjected to mind control techniques. The consistency of their stories about the purpose of the mind control and torture techniques such as electric shock, use of hallucinogens, sensory deprivation, spinning, hypnosis, dislocation of limbs and sexual abuse is remarkable. There is almost nothing published on this aspect of mind control used with children and these clients come from all over the country, having had no contact with each other. From the small sample of therapists to whom I talked, it appears that about 25% of the clients report memories of being used in radiation experiments. It is possible that more people were exposed to radiation, but that the memories have not yet emerged because our awareness of this experimentation is so new.

What was startling was that therapists reported many of these clients were also physically ill with multiple sclerosis and other muscle and connective tissue diseases as well as mysterious ailments for which a diagnosis cannot be found. While Somatic Disorder is commonly found in these clients, many of the clients who have been involved in the human experimentation with the government have multiple medically documented physical ailments. It is unclear if these physical disorders and symptoms were caused by radiation or drugs used in the experiments.

I have a client, who appears to be typical of these clients, who has a myriad of symptoms which her doctors cannot diagnose. She has autoimmune problems, problems with healing, thyroid problems that just appeared for no apparent reason, weight gain, edema, constant low grade fever and generally does not feel well. She has three sisters who also have mysterious ailments, including one sister who has a rare adrenal cancer. She has been asked several times by different doctors if she could have been exposed to radiation, but she does not remember. A major part of the mind control experimentation was involved in wiping out the memory of the subject through electric shock, trauma and drugs. She is afraid to tell her doctors about her history as a mind control subject for fear that they will think she is crazy.

These clients have named the same people, particularly a Dr. Greene. I had heard Dr. Greene’s name for several years associated with clients’ reports of childhood torture, mind control techniques and childhood sexual abuse. One of my clients, who had seen him with a name tag, identified him as Dr. L. Wilson Greene. I made inquiries and to my surprise found out that a person with this same name was the Scientific Director of the Chemical and Radiological Laboratories at the Army Chemical Center and that he was engaged in doing research for the Army and the CIA.

It needs to be made clear that these clients have remembered these names and events spontaneously with free recall and without the use of any memory retrieval techniques such as hypnosis. As much as possible, we have tried to verify the memories. I have sent information from one of my clients to Alan Schefflin, Professor of Law at Santa Clara University Law School. He has been able to confirm that the information that she has supplied is absolutely true and that her memories could not have been derived from any published source. This client simply came into my office one day with MKULTRA written on a piece of paper after about 9 months of therapy. Another client’s memories about the CIA connection to Dr. Greene appeared spontaneously several months ago. She has memories of being exposed to radiation. I had never mentioned anything about government research or the CIA to either of them prior to the time that their memories emerged spontaneously.

With the proper knowledge of mind control techniques, these clients can be helped. I have been amazed at the progress these clients have made since I began understanding about how the mind control techniques work. Many attempts have been made through Freedom of Information Act filings to gain access to the mind control research documentation. These requests have generally been slowed down or denied, although some information has been obtained. It is very important that we have information to confirm or deny the thing being remembered.

Furthermore, if, as the evidence suggests, some of these people were used in radiation experiments, there might be information in the mind control experiment files on radiation experiments, especially since Dr. L. Wilson Greene, Dr. Sidney Gottleib, and Dr. Martin Orne among others, have been reported by people to have been associated with both. If there are radiation files within the mind control files, then people across the country may then possibly have the documentation to take to their doctors to assist in their medical treatment.

There is some suggestion that this research is continuing to the present day and people and their therapists are being harassed by associates of the mind control projects who were assigned to monitor the subjects so that they never talk and so that they can continue to be used as needed.

Finally, I urge you to recommend an investigation into these. Although there was a commission on mind control, it did not include the children because most of them were too young or still involved in the research in the late 1970’s to come forward.

The only way to end the harassment and suffering of these people is to make public what has happened to them in the mind control experiments. Please recommend that there be an investigation on the Mind Control experiments as they related to children. We need more information to help our clients. We need the glare of publicity to stop the continuing harassment of people who were subjects in mind control experiments.

Statement to:  Presidential report on radiation  Claudia S. Mullen  March 15,1995

Between the years of 1957 and 1984, I became a pawn in a government scheme, whose ultimate goal was mind control and to create the “perfect spy” all through the use of: chemicals, radiation, drugs, hypnosis, electric shock, isolation in tubs of water; sleep deprivation; brainwashing and verbal, physical, emotional & sexual abuse.

I was exploited unwittingly for nearly three decades of my life and the only explanations given to me were: “that the end justifies the means” and “I was serving my country in their bold effort to fight communism.”

I can only summarize my circumstances by saying, they took an already abused 7 year old child and compounded my suffering beyond belief the saddest part is — I know for a fact: that I was not alone! There were countless other children in my same situation and there was no one to help us… Until now.

I have already submitted as much information as possible; including conversations overheard of the people and agencies responsible. I am able to report this to you in such graphic detail because of both my photographic memory and the arrogance of the doctors involved ,who were certain they would always control my mind and behavior. Although, the process of recalling these atrocities is certainly not an easy task; nor is it without some danger to my self and my family. But, I feel the risk is worth taking.

Dr. L. Wilson Greene, who claimed to have received 50 million dollars for his army chemicial and radiological corporation, as part of the tsd (technical science division) of the cia, once described to a Dr. Charles L. Brown Jr.; “that children were used as subjects because they were more fun to work with and cheaper too. They needed lower profile subjects than soldiers or government people, so only young willing females will do…. Besides,” he said, “I like scaring them… They and the agency think I’m a god… Creating subjects and experiments for whatever deviant purposes Sid (Dr. Sidney Gottlieb) and James (Dr. James Hamilton) can think up!”

In 1958, I was to be tested they told me by some important doctors coming from a place called the “society” (the Human Ecology Society). I was told to cooperate; answer any of their questions. Then, since the test “might hurt, I would be given shots, x-rays and a few jolts of electricity.” I was also instructed, “not to look at anyones face too hard and to ignore names, as this was a very secret project, …. but to be brave and all those things would help me forget.” Naturally, as most children do, I did the opposite; and remembered as much as I could!

A Dr. John Gittinger tested me and Dr. Cameron gave me the shocks and Dr. Greene the X-rays. Then, I was told by Sid Gottlieb “I was ripe for the big A — meaning Artichoke.”

By the time I left to go home — just like every time from then on, I would recall nothing of my tests or the different doctors. I would only remember whatever explanations Dr. Robert G. Heath (of Tulane Medical School) gave me for the odd bruises, needle marks, burns on my head and fingers and even the genital soreness. I had no reason to believe otherwise. Already, they had begun to control my mind! The next year, I was sent to a place in Maryland called Deep Creek Cabins to learn how “to sexually please men.” Also, I was taught how to coerce them into talking about themselves. It was Richard Helms (Deputy Director of the CIA), Dr. Gottlieb, Captain George White and Morse Allen, who all planned on filming as many high government and agency officials and heads of academic institutions and foundations as possible; so later, when the funding for mind control and radiation started to dwindle: then the projects would continue — at any cost!

I was to become a regular little “spy” for them after that summer Eventually, entrapping many unwitting men, including themselves, all with the use of a hidden camera. I was only 9 when this kind of sexual humiliation began.

I overheard conversations about a part of the agency called ORD (Office of Research and Development) run by Dr. Geeene, Dr. Stephen Aldrich, Martin Orne and Morse Allen. Once, a crude remark was made by Dr. Gottlieb about a possible leak over in New Orleans East, involving a large group of retarded chlldren, who were being given massive doses of radiation. He asked “why Wilson was so worried about a few retatrded kids? After all, they would be the least likely to spill the beans!”

Another time, I heard Dr. Martin Orne, who was the “Director of the Scientific Office” and later the Institute for Experimental Research, stated that in order to keep more funding coming from different sources for the radiation and mind control projects, he suggested stepping up the amounts of all the “stressors used” and also, the blackmail portion of the experiments. He said, “It needed to be done faster, then get rid of the subjects, as it was asking for “us” to come back and haunt them, by remembering.”

There is much more I could tell you about government sponsored research, including project names; subproject numbers and the people involved; the facilities used; humiliating tests & other forms of torture and abuse; but, I think I have given more than enough information to recommend further investigation of all mind control projects… especially as they involve so much use of radiation.

I would love nothing more than to say I had dreamed all this up; and need to just forget it…. But that would be a tragic mistake. Not only that — it would be a lie. All these atrocities did occur to me and countless other children; and all under the guise of “defending our country”!

It is because of the cummulative effect of exposure to the radiation, chemicals, drugs, torture and subsequent mental & physical distress that I have been robbed of the ability to work and even to bear children of my own! It is blatantly obvious that none of this was needed — nor should have ever been allowed to take place at all!

The only means we have to seek out the awful truth; and bring it to light (no matter how disgusting) is by opening whatever files remain on all the projects; through another presidential commision on mind control. I believe that every citizen of this great nation of ours has a right to know just what is fact and what is fiction. It is our greatest protection against the possibility of this ever happening again!
Therefore — now I leave this matter in your capable hands. I can offer no more than what I have given you today. The truth.

As Claudia S. Mullen’s therapist, I would like to document her memory recovery process. She was referred to me after being sexually assaulted, but did not respond to treatment initially. She was constantly remembering being abused and became dysfunctional and suicidal. After about 9 months of therapy, she came to therapy one day with MKULTRA written with other words on a piece of paper. From that point on, she began to work on the mind control issues and began to improve. All of her memories have emerged spontaneously without the use of memory enhancement techniques such as hypnosis or godium amytal. I had told her nothing about government and CIA research projects.

To the best of my knowledge, she has read nothing about mind control or CIA covert operations. Since she decided to listen carefully and remember as much as she could about conversations among the researchers, her memories are extraordinarily complete. I have sent written copies of memories to Dr. Alan Schefflin for validation and he has confirmed that she has knowledge of events and people that are not published anywhere, that some of her memories contain new information and that some are already known and published. Some of her memories have been confirmed by family members. Anti-Aging Remedy: “Young Blood” Transfusions in U.S. Yours for $8,000…

Questionable “Young Blood” Transfusions Offered in U.S. as Anti-Aging Remedy

A startup called Ambrosia will fill your veins with the blood of young people and empty your pockets of $8,000.

Just off a winding highway along the Pacific coast in Monterey, California, is a private clinic where people can pay $8,000 to have their veins pumped with blood plasma from teenagers and young adults.

Jesse Karmazin is the entrepreneur who made the practice possible, by launching a clinical trial on the potential of “young blood” through his startup Ambrosia. He says that within a month, most participants “see improvements” from the one-time infusion of a two-liter bagful of plasma, which is blood with the blood cells removed.

Several scientists and clinicians say Karmazin’s trial is so poorly designed it cannot hope to provide evidence about the effects of the transfusions. And some say the pay-to-participate study, with the potential to collect up to $4.8 million from as many as 600 participants, amounts to a scam.

What’s certain is that it’s based on some intriguing if inconclusive science. Karmazin, a 32-year-old Princeton graduate and competitive rower, says he was inspired by studies on mice that researchers had sewn together, with their veins conjoined, in a procedure called parabiosis.

Over the last decade or so, such studies have offered provocative clues that certain hallmarks of aging can be reversed or accelerated when old mice get blood from young ones. Yet these studies have come to conflicting conclusions. An influential 2013 paper in Cell showed that a particular component in young blood, GDF11, increased muscle strength, for example, but other researchers could not replicate the finding.

Further, parabiosis experiments offer little insight into how Ambrosia’s one-time transfusions will affect people. “In our study, circulation between the young and old mouse was maintained for nearly four weeks,” says Amy Wagers, a professor of regenerative biology at Harvard University and an author on the Cell report.

Alzheimer’s study

Despite such uncertainties, the potential of young blood to treat disease is being explored in a number of clinical trials. One test sponsored by the University of California, San Francisco, is examining the effects of transfusions in patients with a degenerative disorder called progressive supranuclear palsy. A study under way in China investigates whether young plasma alleviates the neurologic deficits induced by acute stroke.

In 2014, Stanford University neuroscientist Tony Wyss-Coray demonstrated that old mice had increased neuron growth and improved memory after about 10 infusions of blood from young mice. That prompted Wyss-Coray to launch a small company, Alkahest, based in Menlo Park, California, to test transfusions of plasma from young people in the treatment of Alzheimer’s disease.

Alkahest’s clinical study is more conventional than Ambrosia’s: it does not charge participants, it expects to enroll only 18 volunteers, and it is initially looking at how well the elderly can tolerate small doses of plasma. Wyss-Coray says the company’s initial funding was provided by a billionaire in Hong Kong who felt that a plasma transfusion had helped his grandfather combat Alzheimer’s. In March 2015, the plasma company Grifols invested $37.5 million in the startup.

Like several other researchers and bioethicists, Wyss-Coray worries about the fact that Ambrosia’s trial is funded by participants rather than investors. “People want to believe that young blood restores youth, even though we don’t have evidence that it works in humans and we don’t understand the mechanism of how mice look younger,” Wyss-Coray says. “I think people are just attracted to it because of vampire stories.” He mentions a Hungarian tale of a wealthy woman who bathed in the blood of virgins to retain her youth.

Unnecessary risk

Karmazin shares none of this hesitancy. “I think the animal and retrospective data is compelling, and I want this treatment to be available to people,” he says. He named his startup Ambrosia after the food of the immortal gods in Greek myth.

With an MD but no license to practice medicine, Karmazin is conducting the trial with David C. Wright, a 66-year-old physician with a private intravenous-therapy center in Monterey. Wright offers “alternative” IV infusions of antibiotics, vitamins, and other treatments; they’re popular among people suffering from conditions with nebulous symptoms, such as chronic fatigue syndrome or “chronic” Lyme disease. In January 2015, he was disciplined by the California Medical Board for administering antibiotic infusions to a patient who didn’t need them and ended up in an emergency room. Wright did not respond to phone calls from MIT Technology Review.

As of December 15, Karmazin says, Wright had infused 25 people with young blood. Karmazin claims his participants are seeing miraculous results; a patient with chronic fatigue syndrome, for example, “feels healthy for the first time” and “looks younger.” Such anecdotes could help market the study, but they’re no proof the plasma infusions work, and would-be patients shouldn’t believe them.

“There are a lot of patient-funded trials run by companies that use the trials as a way to sell products that wouldn’t be marketable because they’d have to be regulated by the FDA,” says Jonathan Kimmelman, a bioethicist at McGill University in Montreal.

The formal goal of the Ambrosia study is to measure the effect of young plasma on about 100 biomarkers. Before the infusion, and one month after, all participants have their blood analyzed for biomarkers that include everything from hemoglobin to leptin. But Irina Conboy, a professor at the University of California, Berkeley, thinks the biomarker results will be meaningless: for one thing, the study lacks a control arm with patients who don’t get plasma.

Blood biomarkers, she says, change for many reasons. “If you eat a meal, leptin changes,” she says. She’s also wary of Alkhest’s study on Alzheimer’s patients. Last year, she and colleagues found that older mice whose blood was partially replaced with younger blood saw few benefits. “Both studies are hurt by the same problem, and the problem is that there is no evidence to suggest that an infusion of plasma from young to old animals reverses aging,” she says. Conboy says despite that, many people are willing to avail themselves of questionable anti-aging remedies. “You’ll see them at some meetings—people in the audience who open satchels of strange food,” she says. “That is the group that Ambrosia is preying upon.”

Ambrosia says it will enroll almost anyone over 35, and the fees of $8,000 per person could add up. But Karmazin rejects the idea he is out to generate profits. He says that money is needed to cover the cost of clinical procedures, laboratory tests, and the plasma. Publicly available prices suggest that two liters of plasma could cost roughly $1,000, and a single run-down of biomarkers another $3,000 or so. He adds that because patients are paying it wouldn’t be fair to give anyone a placebo.

Risk is the ultimate question when it comes to the ethics of Ambrosia’s trial. Ministers considered fighting early compensation claims by victims of contaminated blood in the courts, historic Cabinet documents have shown.

The newly-declassified papers from 2001 show the then Scottish Executive feared paying out up to £20m to people affected by the scandal.

Last year an inquiry concluded about 3,000 Scots had contracted hepatitis C or HIV through contaminated NHS blood.

The Scottish government has agreed financial support for those affected.

The documents released by the National Records of Scotland under the 15-year rule show ministers feared making payouts to 400 patients who received contaminated blood between the 1970s and 1991 because they thought it would create a precedent for compensation and lead to “immense future difficulties”.

Susan Deacon, health minister at the time, said defending the claims would mean the Executive would look “unsympathetic” but she said her “inclination” was for court action because of the wider implications.

‘English judgement’

Ms Deacon considered the issue in a note for the Scottish Cabinet in April 2001.

That was the month after the High Court in England found in favour of a number of people who had been infected with blood supplied by the National Blood Authority.

The English cases were brought under 1987 consumer protection legislation but could have had a bearing on 24 cases in Scotland being taken forward on grounds of negligence, the note said.

Meanwhile, the Department of Health in England, despite “strong pressure” from the health minister and her officials, had chosen not to appeal.

“The English judgment will obviously carry some weight,” the note states.

“There could be significant additional cases waiting in the wings – we estimate that more than 400 people in total are likely to have been infected with Hepatitis C through blood transfusions or haemophilia treatment.

“If we were to decide to settle with 24 of the current claimants who were infected after March 1988 – and in respect of whom, following the English judgment, absolutely liability (sic) could be deemed to apply under the Consumer Protection Act, then the cost could be in the region of £1.25m + costs.

“A worse-case scenario (sic) involving compensation to around 400 people might cost us £20m.

“There would be enough variation in the circumstances of all these people for this outcome to be unlikely.

“The danger, of course, if we get that far down the track, will be of having created a broader precedent for compensation, which could cause immense future difficulties right across the NHS.

“That is why I regard the Department for Health decision not to appeal the present case as being particularly regrettable.”

‘Look unsympathetic’

The note continued: “In relation to the current Scottish claims, the choice is between letting the cases proceed through the courts and defending them, or offering settlement to the 24 cases which are analogous to those decided in England.

“I need more information and a better assessment of what is going on in England before taking a final decision on this.

“However at present my inclination is that because of the wider potential implications of the case, and not withstanding that we will look unsympathetic, we ought to defend the cases in court.”

The Scottish Executive later came under pressure from the Scottish Parliament’s health committee to give financial support to all those affected by contaminated blood, arguing there was a “moral right” to it.

Papers show that in August 2001 it was announced NHS Scotland had been instructed to begin talks with lawyers of claimants, aimed at settling valid legal actions with “faster, fairer settlements”.

The Scottish government set up the Penrose Inquiry in 2009 to establish whether the authorities did enough to protect people from becoming infected and to warn them once the risks were known.

Lord Penrose concluded in 2015 it was unlikely any individual or institution would be held criminally liable as a result of the scandal.

Victims have been offered payouts of between £20,000 and £50,000. However, many have argued these are insufficient given that, even if victims had survived the conditions they contracted, they could not get life insurance or a mortgage and many were unable to work.

Dementia, including Alzheimer’s disease, has overtaken heart disease as the leading cause of death in England and Wales, latest figures reveal.

Last year, more than 61,000 people died of dementia – 11.6% of all recorded deaths.

The Office for National Statistics says the change is largely due to an ageing population.

People are living for longer and deaths from some other causes, including heart disease, have gone down.

Also, doctors have got better at diagnosing dementia and the condition is now given more weight on death certificates.

The bulk of the dementia deaths seen were among women – 41,283, compared to 20,403 dementia deaths in men in 2015.

Dementia, including Alzheimer’s disease, accounted for 15.2% of all female deaths, up from 13.4% in 2014.

For men, however, heart disease remained the leading cause of death in 2015.

All types of cancer as a group was still the most common cause of death overall.

In the youngest age group, aged five to 19, suicide was the leading cause of death.

Among women aged 35 to 49, breast cancer was the biggest killer.

Hilary Evans of Alzheimer’s Research UK said: “These figures once again call attention to the uncomfortable reality that currently, no-one survives a diagnosis of dementia.

“Dementia is not an inevitable part of ageing, it’s caused by diseases that can be fought through research, and we must bring all our efforts to bear on what is now our greatest medical challenge.”

Martina Kane of the Alzheimer’s Society said: “It is essential that people have access to the right support and services to help them live well with dementia and that research into better care, treatments and eventually a cure remain high on the agenda.”

There are around 850,000 people living with dementia in the UK.


Warning signs of dementia

Seek medical advice if your memory loss is affecting daily life and especially if you:

  • struggle to remember recent events, although you can easily recall things that happened in the past
  • find it hard to follow conversations or programmes on TV
  • forget the names of friends or everyday objects
  • cannot recall things you have heard, seen or read
  • lose the thread of what you are saying
  • have problems thinking and reasoning
  • feel anxious, depressed or angry
  • feel confused even when in a familiar environment or get lost on familiar journeys
  • find that other people start to notice or comment on your memory loss

Linda Trueman, 67 and from Hertfordshire, lost her mother, father and grandmother to dementia.

She says attitudes about the disease have changed, but some taboos remain.

“It was the 1970s when my grandmother died from dementia and really, at that time, most people didn’t know the term Alzheimer’s. And when my father died in 1987 there were several instances where I was explaining to the doctors about his Alzheimer’s. Since then there’s been a big change in knowledge and expertise. My mother died from dementia last Christmas and I was really impressed with the level of care she received. It was really touching and respectful the way she was treated. But it’s still a condition that everyone is frightened of. People can find it difficult to be around those with dementia. I understand that. It can be really difficult to handle, particularly if they behave badly in public. But it’s the disease, not the person.” BBC NEWS
